Who are we?

The Risk and Capabilities Unit (RaCU) within the Directorate of Security is dedicated to identifying and prioritising security risks, and providing and enhancing capabilities in prisons, probation and youth custody to counter them.

‘Capabilities’ covers a wide spectrum of support and interventions. For example, technological or physical advances to detect, prevent usage of, or disable illicit items, training and skilling, clear and constant learning communications; as well as our contemporary security procedures and practice improvement to enable staff to perform their duties consistently well.

Overview of the job

The Security Risk Manager identifies, monitors and manages live operational security risks affecting prisons and other secure HMPPS settings at both an organisational and local level . The Risk Manager works collaboratively with HQ teams and staff across these premises to ensure live and emerging security risks are monitored, managed and mitigated.

The post is non-operational.

Summary

  • This role sits in the Risk and Capability Unit (RaCU) within SOCT. The unit’s objectives are to ensure HMPPS is managing its security risks effectively, to identify live, new and emerging security risks, prioritise and plan responses to those risks and provide the organisation with a library of knowledge for security practice.
  • Security Risk Managers are based nationally. Each risk manager is responsible for the identification, reporting and management of operational security risks across the HMPPS premises. The posts require frequent travel to prisons and probation premises and other locations for meetings.
  • There are 10 Security Risk Managers covering a range of thematic areas and key delivery areas.
  • The job holders report to the Head of Operational Countermeasures. There is no requirement for risk managers to be operational however direct experience of an operational role would be advantageous. Post holders will be expected to manage their own workload and will be required to work outside core office hours to respond to live security issues. The post will carry line management responsibility for 1-2 staff who may be located in other base locations.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Visit HMPPS premises as directed frequently. Work collaboratively with local staff to develop controls for live security risks.
  • Build and maintain effective working relationships with frontline staff, becoming a single point of contact for security information requests.
  • Establish links to subject matter experts and liaise with these partners to offer deliverable solutions to live risks and issues.
  • Develop detailed knowledge of concepts underpinning risk management in order to communicate confidently on the subject.
  • Establish a ‘live picture’ of security risks across their thematic lead area and develop strategies in order to prioritise areas of work.
  • Manage time effectively; balancing contact time with establishments and other commitments to maximise their impact on live risk areas.
  • Establish a presence at regional and national commitments; attending the tasking and heads of security meeting and establishing both as focal points for security risk management in the thematic area.
  • Contribute towards the design and introduction of a standardised process for risk reporting to feed into a central structure for determining priority areas of work.
  • Attend post-incident debriefs and support recovery planning.
  • Complete vulnerability and risk assessments to interrogate and assess establishment’s susceptibility to operational security risks.
  •  Act as a critical friend to establishments, cross reference local and central data sources to form an objective view of live security risks, their scale and impact.
  • Act as a risk champion and promote the development of a professionalised and evidence-based security risk management approach.

Experience

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
