The Change Delivery and Central Services Group is one of six groups based within the Strategy, Planning and Performance Directorate (SPP) of HMPPS. The group is pivotal to the delivery of all national change initiatives across the agency, working closely with and supporting the portfolio of programmes and projects to ensue these reflect the ambitions of our MoJ Second Permanent Secretary and HMPPS CEO, Jo Farrar and align to the HMPPS Business Strategy whilst making a real positive difference to frontline services.

The Change Portfolio Office run an efficient and effective Change Portfolio that is dedicated to enabling and assuring successful transformational change that delivers HMPPS Business Strategy objectives. They define best practice and encourage innovation to build project delivery capability and drive collaboration, standardisation, business continuity and continuous improvement across the organisation.

The Portfolio Management Office oversees delivery activity across the Change Portfolio and provides support to the Change Portfolio Board.  Priorities include monthly reporting to the Change Portfolio Board and the HMPPS Leadership Team with a focus on programme delivery and specialised resourcing reporting via the Portfolio Heatmap and Dashboard. The team also manages Portfolio risks and issues and supports work on the Portfolio plans and dependencies, reporting on these activities to the Change Portfolio Board. The team maintains close working relationships with the programmes by holding monthly 1-2-1s with all programmes across every tier as well as regular meetings with the MoJ Portfolio to ensure aligned working between the two teams.

This role would support with the above and lead on planning and dependencies across the portfolio; closely monitoring high level milestones from programmes, tracking dependencies and highlighting where missed or at-risk milestones will impact on other programmes across the portfolio. This role will require a high level of attention to detail, appetite to constantly change and improve processes and project management knowledge including planning, scheduling and identifying the critical path.

The successful applicant will also need to consider how the portfolio support evidence-based planning using data sets to inform and test future planning.

Overview of the job

The Change Portfolio Manager sits within the Portfolio Management Office (PMO), part of the HMPPS Change Portfolio Office (CPO). The Change Portfolio oversees the delivery and activities of over 50 change programmes and projects of varying sizes. The teams across the Change Portfolio Office oversee the delivery of these projects and programmes, manage governance and assurance processes, support with business case development and benefits realisation and the process of delivery change into an operational environment.

The PMO team are responsible for coordinating the delivery of major projects and programmes and ensuring strategic alignment across the Portfolio.  Key responsibilities of the team include regular thematic reporting using data driven tools, overseeing the risk and issue management across the Portfolio, managing resources across the Portfolio and managing programme closure and lessons learned.

The post holder will report into the Senior Change Portfolio Manager and will be responsible for the delivery of a range of reporting products including a monthly data driven dashboard for the Change Portfolio Board, a dashboard for the HMPPS Leadership Team, as well as ad-hoc additional reports for the Ministry of Justice Portfolio, the Investment Committee and others. The post will offer a varied insight into Portfolio delivery with regular engagement with Programme Managers, key internal stakeholders and other teams within the CPO.

The post holder will require strong analytical skills, assessing large quantities of data to identify themes across the Portfolio, be able to develop and maintain effective professional relationships with stakeholders, be an effective communicator (verbal and written), able to consider stakeholder interests and to craft reports that direct decision makers to key information to inform delivery.

Summary

The Portfolio Manager will require professional expertise in the effective use of project methodologies and techniques in managing a variety of projects and the day to day delivery of the project team.

The job holder will be responsible for the production of a number of key reporting tools, for maintaining relationships with programmes and key stakeholders, for leading on a data driven reporting strategy for key senior stakeholders and for overseeing the delivery of the Portfolio priorities.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Management of Portfolio reporting tools including PowerBi.
  • Ensuring the Portfolio delivers to quality, time and budget within agreed tolerances.
  • Analyse programme data to produce monthly dashboards for decision making bodies.
  • Plan, monitor and control the Portfolio priorities in order to achieve programme/project objectives.
  • Create a mechanism to identify, measure and report risks and mitigation.
  • Ensure that progress is appropriately reported, controlled and maintained.
  • Identify the resources and processes necessary to deliver each stage of the project’s lifecycle.
  • Responsibility for identifying key themes across the Portfolio that require decision and intervention.
  • Act as a central point of contact and source of information for stakeholders.
  • Prepare and report to the Change Portfolio Board using programme Highlight Reports or any other relevant documentation.
  • Lead and motivate the portfolio management team.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
