Accountable to the regional HoCI (Head of Community Integration), The Health and Justice Partnership Manager will work across the North West to lead the Health and Social Care agenda on behalf of the Probation Service (PS).

You will work at a regional and strategic level, providing management and leadership to a team of 5 Health and Justice Partnership Coordinators with the shared aim of working with internal and external stakeholders to reduce reoffending through improving the health and wellbeing of people on probation.

You will represent the Region at a senior level across multiple external agencies and stakeholders involved in Health and Social Care.  Equally, you will deliver skilled leadership within the PS to influence the health and social care agenda, including improving performance, quality, and outcomes.

You will work across the region and be based within a community probation office with the expectation that post holders will travel as and when required, including regular visits into selected prisons and probation offices.

As a Health and Justice Partnership Manager, you will be expected to play a key strategic senior leadership role in the HoCI team, providing leadership to a team to deliver on the health and social care strategy within the Probation Service.

This role will involve working with an extensive range of internal and external partners to improve the health and wellbeing of those under probation supervision and contribute to reducing health inequalities within the criminal justice system. This includes improving ‘continuity of care’ that deliver robust pathways to treatment services. This work will make a key contribution to reducing reoffending and reducing the number of victims of crime that will support HMPPS’ shared goals with health and social care partners.

The Health and Social Care agenda is complex and will require you to engage with multiple themes, which include, but are not limited to; mental health, substance misuse, physical health and social care.

You will have excellent analytical and stakeholder engagement skills with an ability to work collaboratively with internal and external stakeholders to solve problems and find pragmatic solutions that deliver improved outcomes for people on probation. 

The post holder must adhere to all policies in respect of the sensitive/confidential nature of the information handled whilst working in this position.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Under the guidance of the regional HoCI/ HRRW, the postholder will develop and deliver regional Probation Service Health and Social Care strategic priorities, which align with existing and emerging national priorities. This includes directly contributing to the delivery of the Cross Government ‘Harm to Hope’ Drug Strategy for the PS.
•    Develop and maintain effective relationships with key senior leads at multiple external agencies and stakeholders, including but limited to: NHSE/I, Integrated Care Systems (ICS), Local Health Boards (LHBs) in Wales, Local Authorities (LAs), Police and Crime Commissioners (PCCs).
•    Represent the PS externally in key regional and local partnership meetings, as well as internally with national and regional senior teams. You will also develop briefings and presentations to influence the health and social care agenda/outcomes at these forums.
•    Effective analytical skills to identify multi-faceted and interdependent challenges between health and justice care at a regional level, and progress local initiatives that deliver improved outcomes, including performance and quality.
•    Interpret varied and highly complex information from numerous sources to identify local and regional opportunities, and support strategic discussions with an extensive range of partners to ensure a whole- system approach to the delivery of national priority workstreams.
•    Play a critical role in the developing Operational Health and Social Care Governance within HMPPS by providing interface between national and policy teams within HMPPS and regional probation delivery.
•    Financial and budget responsibilities for joint initiatives or commissioning opportunities with health and justice partners.
•    Responsible for the management of the Health and Justice Partnership Coordinators within the probation region, including ensuring impactful delivery of workstreams, performance and quality matrices.
•    Lead and matrix manage multiskilled teams, across different departments, using varied resources for specific regional and cluster improvement projects, such as an uplift in appropriate health-related licences conditions or improve outcomes for specific cohorts.

Experience

•    Experience of working within health and social care pathways, particularly substance misuse and mental health, and/or criminal justice pathways and Resettlement processes. Knowledge of learning disabilities, physical health and neurodiversity pathways is an advantage.
•    Considerable experience at middle manager level, including the management of staff.
•    Experience of working across a range of stakeholder groups and other Government Departments, including experience of influencing and managing conflict in these settings.
•    Experience of monitoring performance and quality in area of responsibility against predetermined targets, setting local targets and effecting necessary improvements.
•    Demonstrable achievements in managing/supporting change and effecting improvements in quality and efficiency.
•    Experience of proactively championing diversity and inclusiveness.

Desirable

•    Experience of conducting employee relations investigations (e.g., disciplinary, capability, grievance etc)
•    Experience of contributing to the development of strategic business plans to achieve improved service delivery

Technical Requirements

•    Level 6 qualification desirable in health and social care, probation or leadership/management.
•    Considerable knowledge of health and social care treatment pathways for those leaving prison, particularly for substance misuse and mental health, including the key partners involved.
•    Knowledge of probation processes, including Resettlement Pathways.
•    Knowledge of the wider criminal justice system.

Ability

•    Able to demonstrate well developed IT skills, including evidence of ability to interpret and apply performance reports.
•    Evidence of ability to evaluate practice and provide a practice perspective on policy development.

The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
