You will be required to attend the office 2 days per week, for this team the current office days are every Monday and Wednesday
Overview of the job
The Mental Health Casework Section (MHCS) is part of the Public Protection Group (PPG) of the HMPPS Wales Directorate. The posts are based in HQ.
The main function of MHCS is to discharge the Justice Secretary’s functions under the Mental Health Act 1983. This involves the transfer of prisoners to and from hospital, and the management of other restricted patients diverted for treatment at the point of sentence who are either detained in hospital or conditionally discharged to live in the community under supervision. MHCS takes decisions on recall, community leave, and transfer and provides advice to clinicians on the management of restricted patients.
The job holder’s responsibilities involve taking decisions on behalf of the Secretary of State, or making recommendations to more senior colleagues, responding to enquiries from hospitals, clinicians, patients, solicitors and the Tribunal, as well as internal stakeholders. All of the work requires the ability to meet tight deadlines, organise and prioritise casework, offer advice to senior managers and take a range of routine operational decisions. They manage the delivery of casework to targets, monitor performance of and establish good working relationships with other agencies involved in the management of restricted patients.
There is a considerable amount of correspondence, often complex, from hospitals, community supervisors, victims, Victims Liaison Officers, patients and their solicitors. The work concerns dangerous mentally disordered offenders and much of the material handled is of a disturbing and sensitive nature. Case Managers require sound judgment, accuracy and an ability to analyse detailed information quickly. They are expected to work with a reasonable degree of autonomy and acquire a reasonable awareness of the relevant legislation and case law.
Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
Act as first point of contact with stakeholders, responding to queries about individual cases and MHCS policy, escalating as appropriate
Consider reports from supervisors on patients in the community (8 reports per patient per year), escalating to the NHS Chief Executive where chases by administrative staff have not succeeded
Take decisions on requests from responsible clinicians for patient leave, transfer between hospitals, discharge into the community, transfers from prison to hospital, and remissions patients to prison
Make recommendations to senior colleagues on requests for unescorted community leave, transfers between hospitals that involve a drop in levels of security, conditional discharge, repatriation and absolute discharge.
Review decisions made by the First-tier Tribunal (Mental Health), escalating to senior colleagues if there are grounds for legal challenge
Undertake electronic case management, ensuring that records are accurate, correct milestones for future actions are set, documents and minutes are uploaded and prioritising work to ensure that targets are met and urgent matters dealt with as required
Reprioritise work to respond to urgent matters
Responding to correspondence from patients, solicitors, victims and others
Training and mentoring new members of staff
Covering for absent colleagues
Working with administrative staff to improve business performance and build staff potential

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.
