Overview

This is an exciting opportunity for a Band B to join the Data Strategy Team within Data and Analytical Services Directorate in the Ministry of Justice. This post will be part of a wide ranging, multi-disciplinary team responsible for embedding data science and data analytics into the Justice System to drive outcomes and aid decision-making.

The post would suit applicants from a range of sectors who are highly skilled interpersonally and enjoy data science and digital change, for example (but not limited to) those with a background in Product Management, Business Analysis, Data Analysis, Policy, Strategy, User Research, User Centred Policy Design or Project Management within Data Science teams.

The Successful candidate will have the option to be based at one of the following locations:

  1. 10 South Colonnade, London (flexible working arrangements are available between 102 Petty France, MoJ Hubs and home)
  2. 5 Wellington Place, Leeds.

Interviews are likely to take place in September and will be held virtually, further details will be sent to those who are invited to interview. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post immediately as we anticipate similar posts becoming available during 2021.

Periodic travel will be required as post holders will work closely with Digital Product teams and wider programme teams.

Background

The holder of this post will be passionate about enabling data-driven decisions and delivering data insights to front-line staff and policy professionals within the MoJ.

They will strive to understand the views and the frustrations of the people we provide services to. Their previous work experience within data science teams will then enable them to translate this user feedback into succinct relevant problem statements, leading to new ideas for potential data science solutions.

They will work as integrators and will be comfortable influencing a very diverse range of stakeholders, with differing levels of operational insight and technical expertise. They will be comfortable working in an agile environment with digital teams, while also supporting the production of innovative data science products over longer timeframes.

About the Data Strategy Team

We are a small strategic team, progressing an innovative agenda, whose members come from a range of professional backgrounds. Our team is growing rapidly and are seeking people to join this initiative who are passionate about making a difference, highly curious, focused on quality results and timely delivery, finisher-completers, able to work and get along with people from all backgrounds, and unreasonably positive.

Key Responsibilities of the Role

This role will be part of a team responsible for delivering our ambitious and innovative Data Strategy to all corners of the Justice System and MoJ family. Through the transformation, we are designing our digital services to collect the right set of data, and so are generating opportunities to deploy Data Science / Advanced Analytical tools that assist front-line staff. This role will be critical in spotting these opportunities and ensuring they crystallise.

The post holder will connect Operational Staff, User Researchers and Data Science Practitioners to identify opportunities to improve current Digital Services through incorporating Data Science tools. They will work as a translator, communicating business needs to Data Scientists and promoting the value of Data Science solutions to digital staff. They will feel comfortable negotiating at a senior level and delivering across a complex strategic landscape. They will spot opportunities to leverage the value of our data to address unmet needs.

The post holder will often be embedded within agile digital product teams to gain a better understanding of the user experience and the user needs relating to specific digital services. They will also work closely with MoJ Data Scientists to help initiate and shape innovative data science products in response to these needs.

The work may include:

  • Identifying data science opportunities early, challenging stakeholders to think in the medium to long-term, and ensuring solutions contribute to a strategic vision and roadmap
  • Creating a shared organisational understanding of critical decision-makers and decision points, then ensuring Data Science Practitioners are linked into the key conversations to enable the commissioning of Data Science
  • Acting as a translator across technical and non-technical areas to ensure effective problem definition and benefits realisation
  • Contributing to user research alongside digital teams to gain a better understanding of pain points and intelligence gaps
  • Working with analysts, data scientists, data engineers, data architects, digital teams, policy and operational teams to leverage our data and support the design of innovative solutions to longstanding and emerging issues
  • Building strong relationships across the MOJ to achieve shared strategic goals

Technical

In your Statement of Suitability, please explain why you are the right candidate for this role, addressing the skill requirements below where possible. All these requirements are important for the job, however we do not expect candidates to be expert in all of them as this role has requires a very diverse skill set, some of which will be developed once in post; just give as much evidence as you can for each.

  • Working within multidisciplinary teams to design, develop, deploy or refine Data Science or Analytical products
  • Excellent communication skills with both technical and non-technical stakeholders. The ability to translate requirements between technical staff in different disciplines, such as developers or data scientists, would be highly valued
  • Experience gathering user needs from operational staff
  • Any operational experience within HMPPS that could inform the development of digital systems
  • Experience working with/in large organisation(s) that have a complex data landscape, including diverse data assets and infrastructure
  • Mapping of data science capabilities to business/operational needs. This involves spotting operational problems that could be benefit from data science solutions
  • Working as part of digital transformations
  • Knowledge of different data science techniques, and where they are useful
  • Understanding of the problems associated with large person level datasets, including data cleaning concerns and data governance concerns

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
