The People Group within the Ministry of Justice

The people who work for the Ministry of Justice are responsible for its success; and the role of the Ministry of Justice People Group is to support the organisation by enabling our people to be the best that they can be.

We operate as a cluster of HR services working seamlessly to provide expert support, advice and delivery throughout the employee lifecycle. The role sits in the Change Delivery Directorate within People Group which provides specialist advice and interventions to support the wider organisation improve and transform its services.

Change Delivery service shapes and leads strategic and People Group changes. The team ensure the people change approach is aligned with the strategic and operational requirements of the department. We work with senior leaders to shape the delivery of the people aspects of organisational change, as well as improve the organisation’s capability to plan and implement people and cultural change effectively.

  • The role is a key position within the Change Delivery team providing a wide and varied range of expertise and technical support and assistance to colleagues.
  • This is an exciting and challenging role in a fast-paced environment that requires a proactive and adaptable approach to the work to meet the needs of team and business demands.
  • The role requires the post holder to be able to proactively plan ahead to effectively manage their workload with minimal supervision.
  • The post holder must be highly capable, flexible, driven and highly organised and have a high level of energy and attention to detail and to be able to multi-task within tight timeframes.

Responsibilities, Activities & Duties:

  • Accountable for sourcing, collating, researching, validating, analysing and acting on a wide range of complex and diverse HR and management data solving problems.   Produce reports and documents to show findings and options to support and influence decision making for Change Leads and Delivery Managers.    
  • Take initiative and the lead on liaising directly with internal and external stakeholders and third-party providers to ensure accurate and timely capture of diverse and complex data to support change delivery projects.
  • Research, scope, design and produce detailed products and documents to support the delivery of People Change Delivery projects.
  • Support the Change Leads, Change Delivery Managers and colleagues in the wider People Change Team by responding to a range of complex requests undertaking specific logistical tasks such as creating and running complex spreadsheets, collating and analysing high volumes of detailed review comments on major projects as well as organising workshops.
  • Create and reengineer new systems and processes to support People Change Delivery projects and take actions to embed these into new and improved ways of working.
  • Responsible for drafting and producing a range of internal and external communications for diverse groups of colleagues, stakeholders and third-party providers using judgement to adapt both style and content appropriately to meet the needs of each group/ individual.
  • Accountable for drafting responses and responding to detailed and complex queries in relation to the People Change Delivery Portfolio from stakeholders across and external to the organisation.
  • Organise, attend, and where requested chair, a range of meetings, teleconferences and workshops and produce minutes where required.
  • Pro-actively manage actions produced by the various meetings attended and maintain project action logs, plans and documentation.
  • Provide expert support to senior managers and colleagues using judgement and expertise to coordinate the allocation and scheduling of actions and tasks as well as chasing action owners for updates and products to ensure products are delivered on time.
  • Take the lead on ensuring that project documentation is kept up to date, accurate and meets reporting deadlines.
  • Accountable for the configuration management and library of all documentation, including change control and quality assurance.
  • Take responsibility through technical knowledge and expertise for the management of file structures held under SharePoint.

Essential Knowledge, Experience and Skills:

Candidates must possess one or more of the following:

  • Professional understanding of complex HR issues requiring an appropriate qualification* and/or extensive professional/specialist HR knowledge and experience
  • Professional Project Management qualification* and/or extensive professional/specialist HR knowledge and experience.
  • Professional Change Management qualification* and/or extensive professional/specialist HR knowledge and experience.

*CIPD, APMG Change Management Practitioner, P3O, PRINCE 2, MSP or Project Leadership Programme

In addition to:

  • Experience of using recognised project management techniques.
  • Ability to lead and influence large groups of stakeholders, matrix managing a mix of internal and external stakeholders to deliver successful outcomes.
  • Experience of identifying and implementing continuous improvement in HR practices.
  • Knowledge and understanding of HR Operating Models and Shared Services processes.

Qualifications:

  • No qualifications are required for the role.   
  • A willingness to work towards part/full CIPD accreditation or Prince2 qualifications may be advantageous.

  • All external candidates are subject to 6 month probation. Internal candidates are subject to probation if they have not already served a probationary period within MoJ.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
