Overview of the job


The Job Holder will use their clinical expertise and knowledge to manage and support the strategy, policy, clinical standards and delivery of a number of key OH and immunisations operations and activities that will assist MOJ to improve the health, safety and wellbeing of its employees including prison and probation staff across England and Wales. We strive to deliver a safe, effective and innovative demonstrating a gold standard of service across the Civil Service. As the intelligent client and subject matter expert, the post holder will also work in close collaboration with the wider HR Services team and other key stakeholders within People Group, the MoJ, its agencies (E.g. HM Prison & Probation Service, HM Courts and Tribunal Service, etc) and public bodies


The Occupational Health function is part of the MOJ Human Resources Directorate called People Group and sits within the HR Services team. The post holder reports to the Grade 7 Head of Occupational Health and Employee Assistance Programmes, who in turn reports to the Grade 6 Head of HR Services, this is a non-operational role without line management responsibilities.


The location of the post is flexible. The jobholder will be required to travel occasionally to meet the requirements of the role and to national events, whilst using digital communication as the default way of working.

A learning and development package has been designed for the successful candidate to complete during the first year of being in post. This training will help them deliver the full Occupational Health Business Partner job description. This includes a mix of internal and external courses and learning opportunities.


Summary


As a subject matter expert, the job holder will, on behalf of MOJ People Group, be responsible for managing partnerships between the MoJ, its agencies (E.g. HM Prison & Probation Service, HM Courts and Tribunal Service, etc) and public bodies, and suppliers and internal and external stakeholders. The Job Holder will be a clear and confident communicator (both oral, written and in delivering presentations), and will use their registered nurse qualification to lead on the management of OH policy, strategy and implementation of clinical standards and can prove the ability to apply these skills at a national strategic level within the Ministry of Justice and its businesses.

  • Hepatitis B vaccination programme management
  • Mental health medical standards and reasonable adjustment guidance review and relaunch
  • Review into OH eyesight testing, hearing testing at Assessment and Recruitment Centre (ARC)
  • Annual seasonal flu campaign
  • Planning and deployment of employer Covid-19 vaccination programme (if/when available)
  • Leading on strategic interventions to support the physical health of staff, including targeted work to support specific health conditions to enable staff to keep them well managed

Responsibilities, Activities and Duties


You will be required to carry out the following responsibilities, activities and duties:


  • Lead on several priority workstreams (above)
  • Lead on the development and reviews of OH related protocols, policies and interventions.
  • Analyse and evaluate OH management information and highlight trends to Head of OH and EAP and develop proposals to achieve MOJ strategic objectives.
  • Deputise for the Head of OH and EAP at meetings involving OH matters at health and safety, trade unions, infection control outbreak control, workplace adjustments etc, including cross-government meetings (e.g. Public Health England/Wales, NHS England / Wales, Department of Health and Social Care etc. Deputising includes effective stakeholder management and making sure discussions align with strategic direction for OH services.
  • Drafting responses to Parliamentary Questions, Freedom of Information requests and other Official Correspondence when there is an OH policy or clinical/staff health angle.
  • Designing and delivering OH roadshows (virtual or face to face) / OH related training.
  • Managing and resolving OH related escalations that relate to clinical standards from MOJ and its business units in liaison with occupational health providers.
  • Identify trends in types of queries and develop formal proposals for consideration by the Head of OH and EAP.
  • Drafting and disseminating OH related communications and guidance products through internal channels for MOJ managers and employees
  • Lead on reviewing and updating OH User Guide and Immunisation Coordinator training package, ensuring prompt publication on Intranet.
  • Providing or coordinating more intensive support to prison or probation sites that are experiencing particularly challenging circumstances (e.g. under Urgent Notification procedures from the Inspectorate, following a serious incident, etc)
  • Responding to and managing psychological interventions / clinical related queries from various business units within the MoJ, liaising with key stakeholders as necessary.

Evidence of experience and a strong interest in occupational health, public health, infection control and policy support / development desirable.


The Job Holder will be a clear and confident communicator (both oral, written and in developing engaging presentations) with strong interpersonal skills.


Hours of Work and Allowances

The Job Holder must be qualified nurse with a valid registration on the NMC register.
You will receive an annual allowance of £1,500 for this. This allowance is not pensionable and not reckonable for overtime or starting pay on promotion.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Grading Structure Review
