New recruits to the Civil Service joining MoJ are expected to join at the band minimum. These positions are available for external applicants as well as existing civil servants on level transfer or promotion. Secondments and loans will be considered on an individual basis.

Background

Her Majesty’s Courts and Tribunals Service is one of government’s largest agencies, employing around 16,000 staff, with a gross annual budget of c.£1.6bn, and operating across around 350 sites across England and Wales. Our work underpins justice, affecting the lives of millions every year.  
 
We have ambitious plans in place to transform the services we offer to users of the justice system. The government is investing £1bn across our change programmes, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and providing much improved services for users. The resulting system will be designed around the needs of those who use it, including victims, offenders, legal professionals, claimants and the judiciary.  
 
An effective courts and tribunals service is fundamental to our democracy, underpinning the rule of law. As a member of the Judicial and Magistrates Workforce Strategy team you will play an integral part in delivering the annual recruitment programme of approximately 2,000 magistrates.  

Role 

We are looking for an enthusiastic self-starter to build the role as our Magistrates Workforce and Judicial Engagement Lead. This is an exciting opportunity for someone who is looking to combine their talents for detailed data analysis, problem solving and relationship building.  

Essential skills/experience 

Experience of providing detailed recommendations based on analytical data. 

Key accountabilities 

  • Work strategically with analysts to understand the future supply and demand requirements for magistrates’ time and resource, acting as the main ‘customer’ for the analytical modelling, and producing detailed advice for key decision-makers;  
  • Design and develop a regular programme of recruitment for the magistracy;  
  • Develop a new magistrate supply and demand platform to align with the judicial supply and demand model; 
  • Work with colleagues across the MoJ and HMCTS to determine the future operating model for magistrates’ work; 
  • Adopt a strategic approach to planning for revisions to policy and legislation; 
  • Produce and provide regular reporting to relevant stakeholders including the HMCTS Board; 
  • Provide balanced advice on magistrates’ recruitment and other strategic priorities to Ministers and senior judiciary; 
  • Manage multiple stakeholder relationships, liaising with MoJ, Judicial Office (JO), the magistracy and the Magistrates Liaison Executive, other government departments and senior management, sharing information and escalating concerns as appropriate;  
  • Represent the views of HMCTS at various groups responsible for magistrates resourcing; 
  • Contribute to ad hoc projects that support the delivery of the strategic objectives of both the team and wider division; 
  • Work collaboratively with the Judicial Office (JO) Reform teams, Communications and HMCTS project leads to develop and implement a new judicial engagement strategy.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Candidates who pass the required standard for the role may be placed on a reserve list should the successful candidate decide not to take up the appointment or whereby further opportunities arise in the near future. Candidates will be kept on a reserve list for up to 12 months.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Grading Structure Review
