About the Parole Board:

The Parole Board is an independent court-like body that carries out risk assessments on prisoners to determine whether they can be safely released into the community. We do that with great care and public safety is our number one priority.  

All Parole Board decisions are solely focused on whether a prisoner would represent a significant risk to the public after release. Not all decisions Members make are popular, but they make these decisions fairly and objectively.

The Board is made up of about 120 secretariat staff based in our London Head Office and approximately 250 Members who make decisions on risk and hold hearings at prisons around the country.

The Parole Board is an executive non-departmental public body, sponsored by the Ministry of Justice. Staff who work for the Parole Board Secretariat are Public Servants and not Civil Servants.

About the role:

An exciting opportunity is available to be part of a new Hearing Support Team. The successful candidate will assist case managers and Parole Board independent members to ensure that where a video oral hearing has been directed, the hearing is ably supported and any issues are dealt with promptly.

The successful candidate will be responsible for working with Parole Board members and HMPPS to ensure that face to face oral hearings can be facilitated, in line with the current COVID-19 guidance, and the specific hearing requirements needed in each specific case. This will ensure that each Prison establishment undertakes the necessary risk assessments to facilitate socially distanced oral hearings.

This is an evolving area of work and requires individuals to work effectively within the organisation, and with stakeholders, to ensure this process is workable and fully compliant with the law.

Person specification:

The successful candidate will be required to manage the facilitation of remote video hearings and socially distanced, face to face oral hearings, communicating effectively with their team leader, Parole Board members, case managers, listing officers and stakeholders as well as working well within the Hearings Support Team. They will need to identify issues and work with internal and external partners to improve the process.

Remote video hearings are held in a CVP (Cloud Video Platform). This differs from a video link in that no endpoint is required so all parties who have a camera-enabled device (laptop/tablet/smart phone) can connect fully remotely from any location, including their office or their own home. The prison will usually use their video link equipment to make the connection. It is essential to have excellent IT and problem-solving skills.

It is essential to be able to communicate effectively with a diverse range of individuals, at varying grades, with competing demands.

It will be necessary to consider several conflicting priorities, and make decisions based upon this, escalating any difficulties as necessary. The escalation process will need to be followed and any difficulties highlighted immediately, to ensure the hearing can proceed.

Main Duties:

  • Upon receipt of request, advise members whether a remote video hearing can be held;
  • Record hearings to be arranged on a centralised spreadsheet;
  • Send connection details to witnesses and the legal rep;
  • Assist, and problem solve with the case manager any emergencies arising from video hearings. For example, logistical and technical issues with attendance.
  • Set up any emergency remote video hearings, should they be directed at last minute;
  • Work with the case manager to remedy any data integrity issues that have arisen from the above;
  • Regularly report remote hearing data to the Senior Leadership Team.
  • Work closely with all HMPPS ensuring they assist the Parole Board with the facilitation of face to face oral hearings, and that the necessary risk assessment is completed by the prisons;
  • Manage all communication received from the members, in relation to the provision of face to face oral hearings ensuring the needs of the case can be met.
  • Liaise with witnesses regarding their attendance at oral hearings, either face to face or remote, in accordance with the witness requirements at the prisons.
  • Update and monitor the Parole Board’s case management system;
  • Updated any spreadsheets in relation to face to face oral hearings;
  • Ensure that any concerns or issues in relations to face to face hearings are logged, tracked and escalated promptly;
  • Remind stakeholders of the requirement to facilitate Parole hearings when necessary, advising them of the options available to them;
  • Assist Team Leader and other team members when required;
  • Complete other tasks appropriate to the role as assigned by the Team Leader.

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
