Grade: Band  D  (£22,566  -  £26,901  Manchester  Hotspot  Salary)  - Please note any new entrants into the civil service will start at the bottom of the advertised banding scale. If you hold a certificate of competence in procurement and supply (CIPS) you will be entitled to an annual allowance of £1,500. If you hold Membership of the Chartered Institute of Procurement and Supply (MCIPS) you will be entitled to an allowance of £4,000 annually. 

Building/Site:  National but frequent travel to Redfern Building, Redfern Street, Manchester, M60 0AE will be required post July 2021

The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens. 

The Commercial and Contract Management Directorate (CCMD) manages over 1000 active contracts and spends £3.5bn a year and is crucial to the successful delivery of prison and court reform programmes. It provides procurement and contract management activities across a wide range of categories, ensuring value for money agreements are in place for wider MoJ staff to source goods and services from.

Rehabilitation Services portfolio 

Within our accessible and lively city centre base in Manchester, we have an expanding sourcing and category management function, we lead a broad range of high-profile categories, including: 

  • Transforming Rehabilitation
  • European Social Fund
  • Prison Resettlement Services and National Probation Service Contracts 

We are seeking individuals who have a desire to take ownership, bring new ideas for continuous improvement and act passionately as part of a growing team. 

Key responsibilities 

  • Maintenance and updates to the relevant commercial systems, such as the Bravo eSourcing portal, SOP, Internal Trackers, Find A Tender and Contracts Finder
  • Managing P2P processes for the category from processing requisitions to placing orders
  • Monitoring team inbox, management and development of team processes
  • Assessing actions that need to be taken to support the team, supporting commercial team members and carrying out instructions
  • Managing IT requests for the team
  • Arranging and booking meetings. Document management (drafting agendas for meetings, sending key documents on behalf of team members)
  • Resolving business and supplier enquires by telephone and email
  • Managing the production of MI reports for a range of internal and external stakeholders
  • Managing sensitive information in a confidential manner
  • Working with Commercial Administrative Officers across the Directorate to standardise processes, and report and implement lessons learned and best practice
  • Improving processes and data management 

Experience 

The post holder must be keen to learn and demonstrate experience in the following areas: 

Essential

  • An ability to plan, organise and manage your own time effectively
  • Excellent verbal and written skills, with an ability to communicate with clarity and confidence to a wide range of stakeholders
  • Competent with Microsoft Office programmes such as Outlook, Word and Excel 

Desirable

  • Experience of analysing data and presenting this in a clear and user-friendly format
  • Knowledge of procurement tools, techniques and
  • Exposure to iProcurement Systems, e.g. Oracle or

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Grading Structure Review
