Location: The postholder will be expected to work flexibly and spend two to three days per week in Southern House, Croydon. Regular travel to locations across England and Wales may also be required. Travel, subsistence and overnight accommodation will be payable in accordance with relevant MoJ policy.

Duration: 1 year fixed-term contract

Pay Band: Grade 7

New recruits to the Civil Service joining MoJ are expected to join at the band minimum. These positions are available for external applicants as well as existing civil servants on level transfer or promotion. Secondments and loans will be considered on an individual basis. This appointment will be made on a fixed term appointment, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, successful appointment on promotion will secure this grade substantively.

It is an extremely exciting time here at HM Courts and Tribunals Service (HMCTS). We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Crime Programme

The Crime Programme sits within HMCTS.  We are developing a digital platform to support the criminal justice process efficiently and creating fair and efficient processes and give new routes through the courts ensuring the majesty of the court is used where required.

There has been a great deal of change in the practice and administration of criminal justice in the last five years. Our reforms will build on those improvements by making the system easier to understand and navigate so that it better meets the needs of the people who use it. We will introduce new technology for the criminal courts to make the system simpler and more efficient for everyone including make improvements to the court estate.

The Role

The Project Manager role provides you with a unique opportunity to be central to the delivery of the HMCTS Reform Programme. HMCTS is an agency of the Ministry of Justice and operates on the basis of a partnership between the Lord Chancellor, Lord Chief Justice and the Senior President of Tribunals. The HMCTS Reform Programme offers a unique opportunity to assist in reshaping the justice system around the needs of all those who use it by simplifying and streamlining our processes and providing people with new tools and routes to exercise their legal rights.

As an experienced Project Manager, being accountable to a G6 Senior Project Manager, you will manage projects which are high-profile, large scale or complex where the risks to be managed are significant, focussing on the benefits that will be delivered through the project and ensuring the plans and scope of the projects are focussing on a benefits enablement approach. In this role you will have overall responsibility for the delivery of your projects’ benefits. You will be comfortable working both on your own and as part of a wider team.

Your experience will include working on large scale, complex or contentious projects, establishing appropriate governance and assurance processes, monitoring progress, managing risks and issues and ensuring the business is ready for change. The role requires professional expertise in the effective use of project methodologies and techniques along with proficient excel skills. You will be responsible for the overall integrity and coherence of your projects’ benefits. You will have effective leadership, interpersonal and communication skills.

Delivery of results through others and effective negotiation at senior levels will be key. G7 Project Managers develop and maintain partnerships and relationships and influence others where there may be divergent and conflicting views. This role requires significant leadership, management, representational and influencing skills both within the organisation and with external stakeholders. Work at this level can have a major impact on the achievement of departmental objectives or bear a significant risk to the department.

The postholder will coach and mentor junior members of the team and the wider profession to help build professional capability.

Responsibilities

Delivery (Management and Leadership)

  • Lead and be responsible for managing interdependent, large scale, complex or contentious projects where the risks to be managed are significant.  Deliver agreed outcomes within time, cost and quality constraints.

Project Management (Autonomy and Own Decisions)

  • Support the G6 on day to day management and leadership of the benefits workstream within the programme. Ensure the overall integrity and coherence of the projects including management of interdependencies. Set effective leadership, management and project controls. Design the project review process for scope and ensuring a benefit focused approach through project management methodology. Support effective transition between the programme and operations.

Business Case (Impact and Own Decisions)

  • Support on the development of the business case/project briefs and present to appropriate Project and Programme Boards for approval.

Resources (Management & Leadership)

  • Use leadership knowledge and experience to understand the skillset required to deploy and develop resources across several complex projects.  Direct line management of a small team.

Benefits Realisation (Impact)

  • Develop and maintain Benefits Realisation Plans, working alongside Finance colleagues to develop benefits models to ensure benefits can be tracked, and monitored to ensure the longer-term delivery of benefits against the relevant project briefs/business cases. Ensuring alignment between HR, Operations and the programme in benefits delivery.

Stakeholder Management (Informing & Advising and Impact)

  • Demonstrate significant leadership, management and influencing skills. Provide support and advice to the project team(s) on appropriate tools and techniques for managing stakeholder relationships, taking ownership when required to ensure relevant results are achieved. Provide assurance to Senior Leaders on the effectiveness of stakeholder management arrangements including advising on benefits delivery to partner agencies through the process.

Risks & Issues (Impact and Own Decisions)

  • Identify and manage project and programme risks. Take accountability for ensuring appropriate mitigation is in place, or is developed, and risk are being actively managed.  Provide assurance to senior leaders that effective risk management is in place and escalation is controlled and managed effectively.

Governance & Assurance (Problem Solving)

  • Ensure the appropriate level of governance and dependency management is in place for project(s), so that dependencies are actively managed, and the governance lifecycle is being assured.  Implement a reporting structure to provide a mechanism to support delivery, highlighting potential problems at an early stage to enable mitigation, providing solutions and recommendations to Project/Programme Board.

Change Management (Informing and Advising)

  • Support on all changes to scope, complying with internal governance arrangements. This includes recommending changes based on an analysis of costs, benefits and timescales.  Flag up and determine any changes coming down the line and review change requests that are ready for submission to Boards, assessing whether all impact assessments have been completed correctly.

Guidance & Support (Informing & Advising)

  • Provide expert guidance, support and insight on the project(s), and act as the source for all project information.  Create and share best practice project management processes, tools and templates and benchmarks against industry standard. Embed new practices and lessons learned within the project delivery teams.

Project Performance & Controls (Problem Solving and Own Decisions)

  • Support on the development and implementation of project controls across high-profile, large scale or complex projects, ensuring projects follow assurance processes, reporting  progress and status to appropriate bodies.  Identify common capabilities and opportunities for linking up and reuse, sharing of methods, process, assurance across projects/programme.  Develop and maintain plans, embedding new practices and lesson learned with the delivery teams.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Criteria:

  • Experience of large scale, complex or contentious projects, programmes or portfolios
  • Knowledge and understanding of project delivery practice
  • Excellent stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of senior project delivery leaders and sponsors
  • A track record in delivering major or complex projects and programmes
  • Strong excel skills

Desirable Criteria

  • At least 5 years’ experience in Project Delivery, leading and delivering major projects or programmes
  • Experience of working in the project delivery profession in central government
  • One or more of the following project delivery qualifications (Practitioner):
    • PRINCE2
    • Managing Successful Programmes
    • Management of Risk
    • P3O
    • Managing Successful Programmes – Advanced
    • APM Registered Project Professional
    • Project Leadership Programme

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
