  • Inner London: £36,798 - £47,591
  • Outer London: £34,818 - £45,426

Current members of analytical professions may be eligible for the higher Band Bb level, which attracts a 10% salary uplift.  External candidates will be supported if they wish to pursue membership.

This position is available for external applicants as well as existing civil servants on level transfer or promotion. New recruits to the Civil Service joining MoJ are expected to join at the band minimum. Secondments and loans will be considered on an individual basis. This appointment will be made on a fixed term appointment, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, successful appointment on promotion will secure this grade on a substantive basis.

Background:

HM Courts and Tribunals Service is currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. With over £1 Billion of funding it is the most ambitious programme of its kind anywhere in the world, working to ambitious timescales this is an exciting and rewarding portfolio to be part of.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS. The Role:

This is an exciting opportunity to join HMCT’s Insight and User Research Division in UE&I. The division ensures that our understanding of customer characteristics, behaviours and needs, is analysed and shared in inspiring ways to inform decision making throughout HMCTS.  We are a multidisciplinary team, comprised of social and user researchers, behavioural scientists, economists, statisticians and operational researchers. Our focus is on developing our understanding of our customers including their behaviour, to develop better services whilst collaborating with other government departments and external organisations to fill data and knowledge gaps.

About You:

You will use your knowledge and experience to apply and measure impact of behavioural insight in HMCTS. Working in a small behavioural insight team, you will support the development, design, and application of behavioural insight work programmes within the department and beyond, working effectively and collaboratively with people from varied disciplines to embed change and demonstrate impact.

This will be a challenging and influential role, offering a wide range of opportunities to develop your experience whilst making a real difference to services for millions of citizens.

As part of the team, you will:

  • Advise policy and operational teams on how to apply behavioural insights in their work;
  • Deliver projects to diagnose problems, develop strategies and/or design and evaluate interventions from a behavioural perspective; and
  • Build HMCT’s knowledge of and capacity to apply behavioural insights.

Examples of our projects include:

  • Diagnosing barriers to engagement with the justice system and developing behaviourally informed approaches to address them.
  • Designing and testing behaviourally informed communications to reduce trauma.
  • Designing and trialling the use of a wellbeing toolkit for staff.

Key Responsibilities:

As Senior Behavioural Insight Analyst, you will:

  • Lead projects to apply behavioural insights to tackle policy and delivery challenges, working closely with relevant teams across the department
    • Define and solve ambiguous problems, identifying opportunities for applying fit-for-purpose behavioural initiatives, as well as for research and insight to inform creative solutions to issues
    • Design and implement behavioural field evaluations, using best-fit research methods including randomized controlled trials
  • Work closely with the organisation’s social and user researchers and designers to conduct research that informs behavioural initiatives, including user testing, interviews, focus groups, and surveys
  • Work closely with researchers and analysts to evaluate behavioural interventions, including cleansing, analysis and reporting of data
  • Provide high quality behavioural and research advice to teams across the department and beyond
  • Contribute to the continual development of Insight and User Research Division’s evidence base, methods, approaches and strategy

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Skills & Criteria:

You’ll need to be able to demonstrate experience of:

  • Knowledge of the behavioral insight literature and its applications to public policy.
  • Experience of applying behavioral frameworks such as ISM, COM-B, and EAST to diagnose and address a behavioral problem.
  • Experience of developing and applying theories of behavior change to guide research and / or policy recommendations
  • Strong teamwork skills. As part of a small team, you will need to be reliable and willing to take responsibility for elements of projects, meetings and regular routines
  • Experience developing evaluations to determine the impact of behavioral interventions
  • Experience using large quantitative data/ management information sources to identify suitable evaluation measures and to undertake analysis
  • Experience analysing quantitative information using R and/or Excel.
  • Excellent written and verbal communication skills (particularly presenting technical work to non-academic audiences)

Desirable Skills & Criteria

  • Strong project management skills, including producing project plans and monitoring project deliverables
  • Experience in rapid collation and review of behavioral insight evidence to inform research and / or policy recommendations
  • Experience of reporting the finding of evidence synthesis activities in concise format to non-specialist audiences.
  • A Masters or PhD in a relevant subject area (behavioral economics, psychology, decision science, sociology, anthropology or other behavioral or social science disciplines).

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.  Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.
