The Office of the Public Guardian (OPG) is an executive agency of MoJ. Our role is to support people who may lack the mental capacity to make certain decisions for themselves, such as about their health and wellbeing or financial affairs.

We enable people to plan ahead so that someone they trust can support them, or make certain decisions for them, if they lose capacity in the future. We also supervise people appointed by the court to help manage someone’s affairs where they’ve lost mental capacity. This could be due to age-related conditions such as dementia, mental illness, ill health or an accident.

We are looking for an experienced communications leader with an interest in joining an award-winning communications team to support some exciting external campaigns.

Senior Campaigns Manager
Have you got the creative spark we need to bring our campaigns to life? We are looking for someone with communications experience who’s interested in developing inspiring externally-focused communications for the Office of the Public Guardian. Someone who is a talented, motivated, collaborative and creative communications professional who is keen to lead the team in developing external communications.

We’re looking for an individual with PR and external communications experience who can show real ability in generating and supporting positive media relations as well as lead our digital communications engagement work. You’ll play a critical role in ensuring our priorities are communicated effectively and powerfully across a wide range of traditional and emerging media channels.

You will play a key role in leading, developing and delivering outstanding behaviour change communications and will be responsible for overseeing our flagship public-facing campaign – ‘Your Voice, Your Decision’.

The role is varied and challenging, so a capacity for adaptable working and producing high quality work to tight deadlines is vital. We’re looking for a strategic thinker who can deliver to some challenging targets and demonstrate how our campaigns are making a positive impact.

You’ll have a flexible approach, a can-do attitude and excellent relationship management skills. You’ll be a proactive, talented and motivated communications professional who has a passion for producing quality communications materials.

This role includes direct line management of one communications campaigns manager. It currently reports directly to the Head of External Communications.

Job description

  • Support the Head of External Communications in developing and delivering an agreed strategy for different areas of the OPG and the business as a whole.

  • Oversee media planning in support of wider communications objectives.

  • Identify and flag risks (for example, capacity of operational units to support communications campaigns) and prepare mitigating action.
  • Work closely with MoJ press office and campaigns team to develop and implement PR and engagement activity across all available offline, digital and social channels.
  • Oversee and lead planning/delivery of OPG’s external digital communications engagement activity plans - using the OASIS framework - around events, publications and announcements for OPG.

  • Publish to GOV.UK working in close collaboration with OPG’s content design team and MoJ’s digital communications team.

  • Advise on and support OPG’s strategic engagement with its partners and stakeholders

  • Produce or create innovative creative content including photography, video (including live video) and graphic design 

  • Evaluate the effectiveness of communications processes and deliver ongoing improvements

  • Maintain good relationships with the executive team, OPG senior leaders and wider MoJ external communications team in an advisory and collaborative capacity.

  • Work collaboratively to build effective relationships with key stakeholders in the department and partner organisations.

  • Act as an effective ambassador for the communications team in all interactions.

Personal qualities and skills required for the role:

  • Strong planning, organisational and people skills, including delivering communication products to deadlines.

  • Experience in developing and delivering effective communications strategies and plans.

  • Experience of evaluating communications campaigns.

  • Good written and verbal communications skills.

  • Ability to work under pressure, manage competing priorities and changing deadlines.

  • Strong relationship management skills, effective at negotiating and influencing at a senior level.

  • Good knowledge of the communications landscape, and the role of digital communication in your communication approach.

  • Understand and be an advocate for the principles of staff engagement, or wish to develop experience in this area.

  • Able to lead a team and think strategically 

  • Confident in challenging conventional thinking on the use of digital and show evidence of adapting to change 

  • Good political understanding and understanding of what makes news.
