Overview 

The Office of the Public Guardian (OPG) is an Executive Agency of the Ministry of Justice (MoJ), responsible for registering Lasting Powers of Attorney and supervising deputies who are appointed by the Court of Protection. Lasting Powers of Attorney gives people the power to choose who will be their voice and act in their best interests if they lose the ability to make certain decisions for themselves such as health and finances. Our vision is to make lasting powers of attorney accessible, affordable and essential for future planning, while providing world class services for everyone in society.

The Head of Learning, Leadership and Talent is a brand-new role so you will have the opportunity to really make your mark and help us shape our future. As our new Head of Learning, Leadership and Talent you will lead the Learning and Leadership Development and Talent teams within OPG’s People Services function. You will:

  • ensure the delivery of high quality, high impact learning and development programmes that strengthen individual and organisational capability,
  • set the strategic direction for the development of leadership skills that build leadership capability across the business
  • lead OPG’s talent strategy, creating a pipeline of future leaders and promoting a culture of continuous learning, improvement and growth within our organisation.

Job description 

Reporting into OPG’s Head of People Services, the Head of Learning, Leadership and Talent is an influential and business critical role. You will lead a centre of excellence for learning, leadership development, and talent which will make a significant contribution to shaping the future of OPG. ‘Developing ourselves’ and ‘Great Leaders’ are two of the key strategic themes within our newly developed People Strategy and you will be responsible for key projects delivering measurable outcomes within each of these strategic themes.  You will develop key partnerships across OPG working collaboratively to ensure the right learning, leadership development and talent pipelines are in place to support delivery of departmental priorities. You will also work closely with colleagues within the MOJ and in the Cabinet Office to ensure alignment with wider Civil Service priorities. 

You will be responsible for translating organisational strategy into learning, capability, leadership development and talent solutions, putting in place the right support to deliver effective outcomes.

You will need to be strategic and have confidence in your own expertise as you balance the broader departmental priorities against the needs of our stakeholders.

A member of the Senior People Services leadership team, you will also deputise for the Head of People as required. Demonstrating excellent leadership skills and living our values of humanity, openness, togetherness and purpose, you will be an inspirational, inclusive and engaging leader, supporting, developing and directing your team to deliver excellent results for the business. 

You will be knowledgeable on the latest learning, leadership development and talent development theories, with a continuous improvement mind-set to ensure that we are developing new and innovative methods of developing our people.  You will need to balance the bespoke, specialist needs of different directorates with an overall strategy which maximises opportunities for consistent standards and a shared approach. 

You will be highly capable, flexible, driven and an organised leader who is able to see the bigger picture as well as having a high level of energy and attention to detail. You will bring experience of leading learning development and talent teams across complex organisations and working with wide-ranging stakeholders and delivery partners.  You will be experienced in translating organisational strategy into learning, capability and talent solutions and putting in place the right support to deliver effective outcomes.

Key Responsibilities

  • Ensure the delivery of high quality, high impact learning and development programmes that strengthen individual and organisational capability
  • Oversee the development of OPG’s Academy, learning, development and skills programmes that improve knowledge, skills and abilities, enabling our people and services to be the best they can be
  • Set the strategic direction for the development of leadership skills that builds and strengthens leadership capability across the business
  • Lead OPG’s talent strategy, creating a pipeline of future leaders and promote a culture of continuous learning, improvement and growth within our organisation, MOJ and wider
  • Undertake capability assessments that project future needs and develop capability plans to address these needs
  • Develop collaborative working with business leads and senior stakeholders
  • Ensure robust quality assurance processes are in place
  • Utilise data and an evidenced based approach to measure, monitor and report capability and related people performance metrics
  • Manage delegated budgets with propriety, ensuring maximum value for money
  • Represent OPG people services at MOJ and wider Civil Service Leadership, Learning and talent forums
  • Provide visible and effective leadership that drives continuous improvement and delivers service excellence
  • Undertake any other duties commensurate with the skill set of this post and grade 

Essential Criteria: 

Candidates will need to provide evidence of the following essential criteria throughout the selection process:

  1. Excellent leadership skills, able to take a leading role in initiating action, making decisions, managing performance, promoting inclusive team working and being part of collective leadership success. You have a proven track record of leading diverse teams delivering effective outcomes that demonstrate business impact.
  2. Excellent stakeholder management and the proven ability to work collaboratively with a range of stakeholders at all levels, including very senior stakeholders, to achieve the best outcomes.
  3. You have a track record of operating in relevant roles with proven ability to partner and advise senior stakeholders on learning, leadership development and talent management initiatives delivering evidence-based results.  
  4. Strong partnering and consultancy skills with the ability to grasp diverse customer needs and find collaborative solutions.
  5. A commitment to diversity and inclusion, incorporating strategies to build long term transformation into organisational practices.
  6. Strategic thinking able to analyse complex organisational issues and relevant data to inform decision making and create practical solutions. Utilise evidence to improve organisational learning, leadership capability and talent development offer.

Desirable skills:

  • Membership of the CIPD and/or a recognised CIPD qualification is desirable, but not essential.

This recruitment will follow the Success Profiles process. You are invited to complete a Personal Statement (of up to 750 words) and a CV section. Your Personal Statement and CV will be considered by the selection panel against the Essential and Desirable Experience and Skills required for this role as set out above. Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Grading Structure Review

The Ministry of Justice is currently undergoing a review of posts which are currently graded at Band A to realign our grading structure with the majority of the wider Civil Service.
