Crime Programme                                                                                                 

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world. The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

The Crime Programme encompasses the scope of the Crime Service Model (CSM), which includes a series of pathways modelled around the needs of those who use the criminal justice process – victims, witnesses, defendants, the judiciary and business users. Building on the recommendations of Sir Brian Leveson’s report, the CSM’s guiding principle has been to remove the low risk, straightforward cases from the physical courtroom whilst retaining the authority of the courtroom for the faster processing of complex, sensitive and serious cases. The Crime Programme encompasses the scope of the Common Platform through the Digital Delivery function, with the goal of creating a shared system for HMCTS and the Crown Prosecution Service (CPS), intended to set the foundation for HMCTS reform.

Overview

The postholder will lead and develop the reporting function within the Crime Programme Management Office (PMO), ensuring delivery of the team’s wide-ranging objectives whilst forming a link between the PMO and the Programme’s senior leadership team via the designated Deputy Programme Manager. The PMO team’s core purpose is to ensure successful delivery of the Crime Programme by providing specialist expertise, knowledge and facilitation across the whole programme. The team ensures that proper governance procedures are in place and that project/programme methodologies are embedded and adhered to, supporting the delivery of the programme’s objectives and providing information in a timely manner for internal and external reporting on the Programme.

Key Responsibilities 

  • Lead on the production and review of regular reporting, including the monthly Portfolio Performance Pack (PPP), Crime Programme Board documentation and any other regular or ad-hoc reporting and governance requirements;
  • Produce concise, relevant and timely updates and responses for Ministers and senior Civil Servants with respect to progress of the Programme;
  • Oversee delivery of engagement products such as briefing packs, FAQs, scripts, slide packs, technical notes, coordinating the timely delivery of the products;
  • Continuously improve the reporting across the programme by working with the all areas of the programme to improve the presentation, accuracy and consistency of data and reporting;
  • Manage a small team to deliver a range of briefing and reporting documents in a timely, accurate and effective way as well as a small administrative team to respond to ad-hoc requests across the programme and ensure accurate record keeping;
  • Develop subject matter expertise, using knowledge to understand, explain and communicate complex issues to non-specialists verbally and in writing;
  • Lead on programme wide communications including the production of a fortnightly update and an up-to-date Confluence page;
  • Lead the team to take accurate minutes at a number of boards that the Crime Programme attends;
  • Keep accurate records of all Board papers and reports;
  • Manage responses to requests for information for Parliamentary Questions, Freedom of Information requests and Ministerial submissions;
  • Build and maintain good working relationships with key stakeholders including the Programme Director, Programme Board members, Programme Managers, Project and Delivery Managers, the Reform Portfolio Delivery Team, wider MoJ colleagues and across other Government departments;
  • Work closely with other members of the PMO to ensure a consistent and joined up approach in reporting.

Key Requirements

To be successful in this role, you should have the following:

  • Strategic Thinking: the ability to build strong working relationships with senior Civil Servants to support them in their decision-making on development and delivery. Be able to understand and present accurately the direction of the programme’s changes and how these align to the wider Reform initiatives and to translate complex or unclear issues into clear messages. Possession of strong political antennae and understanding of wider political/policy sensitivities of the brief.
  • Leadership: the ability to lead a small team to coordinate a variety of tasks, working with team members according to their specialist skills to further the goals of the wider Reform programme;
  • Drafting and Presenting: experience of drafting a wide range of reports with an ability to summarise a complex set of facts, and advise where there are choices to be made, clearly, accurately and succinctly to a wide audience ranging from the general public to senior Civil Servants and Ministers;
  • Analytical Skills and Insight: the ability to analyse and present large volumes of qualitative and quantitative data in a concise and meaningful way;
  • Stakeholder Relationships: proven capability in building and maintaining stakeholder relationships with a wide range of organisations and people, using those relationships to achieve desired outcomes;
  • Seeing the Big Picture: balance long-term strategic priorities against short-term demands;
  • Changing and Improving: develop robust and strategic plans and tools for improving the Briefing and Reporting function and the documents it develops;
  • Communication: excellent oral and written communication skills are essential with the ability to adapt style and tone for different audiences. You will need to engage confidently and effectively with senior officials both internally and externally to explain complex issues in readily understandable way;
  • Organisation: excellent organisational and time-keeping skills are required in this role with the ability to effectively balance a number of briefing, reporting, and management responsibilities;

It would be advantageous if you have:

  • Previous experience in a PMO on a large-scale programme;
  • Familiarity with the effective use of tools to optimise reporting and governance i.e. Word, Teams.

Other Duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
