Organisational Overview

Her Majesty’s Courts and Tribunals Service (HMCTS) is an agency of the Ministry of Justice (MOJ) and provides the supporting administration for the Judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business and service centres and through digital services online.  

It is an extremely exciting time to join HMCTS. We are currently undertaking a first-of-its-kind reform programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. With over £1bn of funding, this is the most ambitious programme of its kind anywhere in the world, working to ambitious timescales this is an exciting and rewarding portfolio to be part of. 

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS.  People will be able to participate with confidence, be treated with respect and understand what is happening at all stages of their case.  Transformation will reduce cost and increase confidence of the judiciary, delivery partners and stakeholders in the justice system whilst delivering benefits to HMCTS and to taxpayers. Importantly, service transformation is key to ensuring that HMCTS is on a sustainable financial footing for the future and will enhance the UK Justice system as a global leader. 

HMCTS HR is at the very core of our reform programme - supporting HMCTS staff as the organisation transforms. This role sits with the HR People Capability function. We provide the learning and development for all 16,000 HMCTS employees, whether that is bespoke learning specifically for our business or access to cross-government learning. You would be joining a supportive, inclusive, creative, and highly motivated team. We would warmly welcome you into the People Capability team, which is part of our wider HR Organisation Capability function. 

Role purpose

Our reform programme will transform the nature and accessibility of data available to the organisation. We will know so much more about how users access our services, the feedback they give us, the journey of cases through the justice system – and these are just a few examples. 

Colleagues throughout the organisation will have access to data through different systems and in different formats. We need to support them develop their skills in understanding and using data, particularly to make data-driven decisions that improve our operational services and user experience. We want our colleagues to have a data mindset where they appreciate the value data can give HMCTS. Our challenge is to support nearly all 16,000 colleagues build a foundational level of data capability. This is our data capability learning need. This project has high visibility with our Chief Executive and his Senior Management Team, as well as the HR Senior Management Team. 

We have developed the framework of our data capability learning pathway. It addresses data literacy, decision-making, and data mindset for colleagues in non-specialist roles, which is the majority of HMCTS employees. We need a credible learning professional to fully design and deliver our data capability learning pathway across HMCTS. You do not need to be an expert in developing data skills per se – your prior experience as a learning and development professional is more important. 

How will you bring your creativity and expertise in learning design to lift our framework and pathway off the page and deliver an impactful learning experience for HMCTS staff? 

Key Responsibilities 

  • Working with stakeholders and subject matter experts to design the virtual workshop that is the gateway to the learning pathway.
  • Engaging with stakeholders across the business to test the identified learning content.
  • Monitoring the internal, cross-government, and external landscape for developments in data capability learning.
  • Designing and piloting all the supporting materials that sit alongside any good learning programme, e.g. line manager guidance, individual workbooks, example development plans, intranet page, video content.
  • Designing the relevant section of our learning management system; and working with suppliers to create it.
  • Working with our network of Capability Leads to identify target learner cohorts, developing a delivery plan, and launching the programme.
  • Managing the budget for any costed learning options included in the pathway.
  • Leading the live delivery of the data capability learning pathway, including reporting to senior leaders on uptake and progress.
  • Setting up systems and processes for the continued roll-out of our data capability learning pathway.
  • Establishing evaluation and monitoring activities. Reporting findings to senior leaders.
  • Supporting the engagement of our HMCTS-wide learning community with the capability offer and strategy 

Other Duties

Work flexibly to undertake any other duties reasonably requested across the wider HR function, aligned to the grade and level of responsibility of this post. This will give you a great opportunity to see the full range of our work including development of our award-winning e-learning to support HMCTS’ reform programme. 

Essential Skills & Experience

  1. Strong past experience in learning and development across the learning cycle from learning design, delivery, to evaluation.
  2. High proficiency level across the Microsoft Office suite (Excel, Word, Outlook and PowerPoint) and a good understanding of Microsoft Teams.
  3. Flexible approach to workload, demonstrating a willingness to move between different tasks and prioritise work to ensure the needs of the project are met.
  4. Excellent stakeholder management skills and ability to build high-quality working relationships across multiple groups.
  5. Strong project management and organisational skills.
  6. Strong written and verbal communication skills with a range of audiences, both internal and external
  7. Budget management and reporting.
  8. Ability to perform consistently to tight timescales with a high degree of visibility and accuracy.
  9. You do not need to be a data expert, e.g. data scientist/ statistician/ analyst. A level of data literacy relevant to the key responsibilities is sufficient, e.g. ability to work with learning evaluation and budget information. 

Desirable skills

  1. Experience of delivering learning as a facilitator or trainer is desirable, but not essential.
  2. Qualifications in HR (e.g. CIPD or Apprenticeship) are desirable.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
