HMCTS overview:

HM Courts and Tribunals Service (HMCTS) is an executive agency of the Ministry of Justice. It operates on the basis of a partnership between the Lord Chancellor, the Lord Chief Justice and the Senior President of Tribunals and is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. It supports a fair, efficient and effective justice system delivered by an independent judiciary.

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind change programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. With over £1.2bn of funding this is the most ambitious programme of its kind anywhere in the world, working to ambitious timescales this is an exciting and rewarding portfolio to be part of.

But our systems and processes have not kept pace with the world around us.

Our people are dedicated, hard-working and deeply committed to justice. But the systems and processes they work with have been labour-intensive, counterintuitive, and heavily reliant on paper and legacy systems that need a lot of re-keying, maintenance and workarounds, which produce error, duplication, inefficiency and overstretch. HMCTS operations have also been hit-hard by the impact of the COVID pandemic, and we are facing challenges over many years to recover our level of performance and provide the access to speedy justice that is expected of us.

Our reform programme spans the full range of our work and is undeniably ambitious and will help us to achieve recovery. There are more than 50 distinct projects including digital, technology, estates, people transformation and working across all jurisdictions (in criminal, civil, family and tribunals). This is a historic opportunity to make a system we care deeply about work better and it needs discussion, debate, involvement and evaluation.

Digital systems are being developed incrementally, using agile methods to allow us to test them with real users quickly, but also to refine and improve them as we learn more about their impact and effectiveness. Many common components are designed to be re-used across different areas. In parallel, we will need to make changes to our staffing and infrastructure – some of them significant – in a way that provides better national services, but also improves the support and service we provide in courts and tribunals locally, including improvements to buildings.

As part of the Strategy & Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. The Programme is ambitious, and we need resilient, resourceful and adaptable people, with programme delivery experience, to make it happen.  To support us on this journey, we’re expanding the team and now are looking for talented project delivery professionals to join the Implementation Team at HMCTS.

Implementation Team:

The Implementation team is central to the delivery of the HMCTS Reform Programme, co-ordinating and leading business change across the organisation and leading on staff, partner and union engagement.

The team manages the national business change strategy and resources, including the implementation change resource embedded in operations, and oversees engagement with Operational Managers on upcoming change. It coordinates change implementation, managing a Portfolio Implementation Plan, and monitors change load across HMCTS at a court, regional and national level. It leads on Trade Union engagement on Reform activity, functionality and plans, and people impacts, as well as judicial and staff engagement along the same lines.

The Roles:

Role 1 - Head of Implementation Management:

This role reports to the Deputy Director of Implementation and will be central to successfully implementing our ambitious transformation programme into the business and demonstrating the realisation of Reform benefits. This is a business-critical role in the next phase of the Reform Programme as the shift from design and development into delivery of change into the business continues.

You will work with the Deputy Director to create a new Implementation function within the Strategy & Change Directorate, providing overall leadership to embed the new ways of working and responsibilities of the teams.

You will manage the Implementation PMO with responsibility for coordinating implementation planning across the portfolio, working to a central Implementation Board which will oversee this plan with reference to change load data. You will oversee the management and delivery of benefits across the programmes, working with the Transition lead to ensure that people change is delivered. In close partnership with finance, assess, forecast and monitor business changes against the Reform Benefits Profile Agreement.

You will coordinate engagement between different areas of the business to ensure that benefits are being realised and provide operations with the information they need from the Reform change programmes on the impact of key project releases to enable successful implementation and benefits realisation. You will provide expert direction and challenge to Programme Directors across the Reform Programme to ensure that Legacy Management and Service Release Plans are in place as new functionality is prepared to be released into the business.

And you will ensure that changes across the Reform portfolio, which have an impact on the HMCTS workforce, are shared with the Departmental Trade Unions (DTUS) in a timely and accurate manner. Work with the transition lead to provide a clear view of the implementation landscape and people impact and complete consultation in line with HMCTS’ ER framework.

We are looking for a candidate who has a proven track record of building and sustaining robust relationships with senior stakeholders in a complex multi-agency environment, and someone who is resilient and content to provide critical challenge and innovative thinking in identifying solutions to mitigate the risk of delays to the delivery of benefits and the required business outcomes. 

Role 1 - Key Responsibilities:

  • Leading on engagement with Operations on upcoming implementation of change into live operations
  • Coordinating engagement between change programmes and Operations on upcoming change, including the impacts of those changes on processes and resources, to ensure successful implementation and benefits realisation – this includes production of products which provide sufficient detail to Operations on Reform releases and their impacts.
  • Trade Union engagement on change implementation
  • Production and maintenance of a single portfolio plan of implementation, which is proactively managed to identify risks and change load. Act as a critical friend across the portfolio on the planning and management of implementation.
  • Oversight of benefits realisation plans and their reliance on successful implementation
  • Secretariat functions for the cross-HMCTS Implementation Board, which oversees implementation of change into Operations
  • Leading on Judicial engagement on implementation plans and change load
  • Coordination and input into staff engagement activity
  • Lead a team of circa. 8 FTE
  • Engage with assurance reviews and support action on recommendations. Working closely with the broader Reform Programme and Business Change community to ensure effective, robust and appropriate assurance is in place.
  • Show commitment to developing others. Promote effective individual and team performance.
  • Assist the Deputy Director for Implementation in other activities to ensure that the HMCTS change portfolio is able to safely and effectively implement change and drive benefits as per the Programme Business Case.

Other duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Role 2 - Head of Business Change and Readiness Assurance:

This role reports to the Deputy Director Head of Portfolio Implementation and will be critical to implementing our ambitious transformation programme into the business. This is a business-critical role in the next phase of reform as the change programme starts to move from programme design and development into delivery of change into the business.

In this role you will have responsibility for providing direction, oversight, and challenge to support large scale implementation and delivery of change into the operational courts and tribunals. This will include the design, delivery and continuous improvement of the organisation’s business change process and national transition management approach (NTMA), including ensuring consistent industry and government best practice tools and techniques are adopted and embedded and that the organisation has sufficient capability in place to support this. The role plays a pivotal part in mentoring, coaching and providing oversight and challenge in the development and central assurance coordination of change impact and business readiness delivery plans to inform strategic go / no go decisions.  You will play a key role in the timely and safe delivery of reformed services across HMCTS, which are high-profile, large scale and complex and where the risks to be managed are significant.

You will work with the Deputy Director of Implementation on the creation of a new Implementation function within the Strategy & Change Directorate, providing overall leadership to embed the new ways of working and responsibilities of the teams.

You will ensure lessons learnt and best practise are embedded across all of the programmes to deliver the most effective business change approach to meet the organisation and stakeholder needs.

You will support the Deputy Director to act as the Head of profession for the business change community across the whole of HMCTS, develop training, support, coach and establish a clear community of practice.

You will oversee and manage the allocation of regional implementation teams to enable reform delivery as a whole and ensure that there is sufficient capacity and capability within the business to land changes in an operationally safe, efficient and coherent manner.

This role requires significant leadership, management, representational and influencing skills both within the organisation and with other stakeholders in the wider MoJ/other government departments. Delivery of results through others and effective negotiation at senior levels will be key. The role will develop and maintain strategic partnerships and relationships and influence others where there may be divergent and conflicting views. You will be expected to coach and mentor team members across the profession to build professional capability and a Centre of Excellence for business change, forecasting demand for business change resource across the organisation and matching resource to priorities. 

Role 2 - Key Responsibilities:

  • Lead, maintain and ensure adoption of the HMCTS business change process and the national transition management approach (NTMA) to ensure consistency and rigor in delivery across the organisation within time, cost and quality constraints.
  • Provide business change leadership, guidance and support across the organisation ensuring consistency in planning and delivery and establishing a centre of excellence for over 100 business change professionals. As part of building a centre of excellence for business change, ensure there is regular communication and dialogue between business change professionals and teams across the organisation.
  • Build the business change capability in HMCTS across both programmes and the operation.
  • Show commitment to developing others. Promote effective individual and team performance.
  • Establish an early warning system through change impact assessments and business readiness assessments to ensure that issues / concerns are flagged and addressed early in the lifecycle of projects to protect the Reform Programme critical path and delivery schedule.
  • Oversee the management of change load across HMCTS, act as a proactive critical friend to ensure that overall portfolio implementation plans are realistic and deliverable.
  • Judicial and trade union engagement on implementation plans and change load
  • Assist the Deputy Director for Implementation in other activities to ensure that the HMCTS change portfolio is able to safely and effectively implement change and drive out benefits

Location of Post:

The successful candidate will be required to regularly travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Terms & Conditions:

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.  Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.
