Overview of the role:

Due to the nature of this role there is a requirement to travel for business needs.

The job holder will provide professional accountability and leadership for the Organisation Design & Continuous Improvement expert service (OD & CI) in Organisation Effectiveness for People Group, MoJ. The role provides centre of excellence advice and guidance across the MoJ family at a senior level, which includes group Boards, Deputy Directors, Directors, Executive Teams and Chief Executives directly as required.

The job holder will lead on Organisation Design and Continuous Improvement expertise across the MoJ family and manage and lead the Organisation Design and Continuous Improvement Teams in Organisational Effectiveness, People Group, MoJ. The job holder will also lead of the profession through the Continuous Improvement network and align CI practice across the MOJ.

The job holder will work closely with wider Government Partners, such as the Civil Service OD&D function to ensure effective value for money, impactful business delivery and excellent working relationships and contribute to professional development. Ensuring that the Organisation Design and Continuous Improvement resource in the MoJ is appropriately connected to wider Civil Service Organisation Design and Continuous Improvement activity and strives for excellent standards in line with the wider Expert Service and Professional Standards. 

The job holder will form part of the wider MOJ People Group working arrangements and will work in partnership with senior colleagues, representing and deputising for the Divisional Director Organisational Effectiveness as necessary and actively making connections through each strategic business deliverable, project or programme of delivery.  The job holder will have decision making responsibilities for their professional area and will use their expertise to bring challenge and rigour to all aspects of PG delivery.

The job holder will be accountable for supporting the development and delivery of the Organisation Effectiveness Centre for Excellence model, enabling system wide organisational effectiveness and efficiency with specific focus on enabling organisational improvement and change to ensure delivery of the People Group’s strategic objectives. The job holder will provide insight and leadership contributing as a Head of Organisation Design and Continuous Improvement to how Organisation Effectiveness delivers and champions the culture, leadership, processes, structure and skilled people to deliver the People Group vision on Enabling Reform, Growing Confidence and Building Capability.

About Organisation Effectiveness:

Each service area is led by a Divisional Director/Head of Service who is responsible for managing their function. The purpose of Organisational Effectiveness is to deliver for Ministry of Justice as a People Group Centre of Excellence and Expertise. Its role is to drive system-wide effectiveness through the provision of insight, expert advice and challenge in supporting departments, projects and initiatives across the Ministry of Justice. Responding to both system demand and driving planned delivery, it uses practice, theory and research to support individual, team, departmental and whole system organisation improvements. It uses the disciplines of Continuous Improvement, Organisational Design, Organisational Development and Behaviour Change to do this. Organisation Design is in the process of aligning organisation structure and capability with its objectives, with Organisational and Behavioural Change enhancing the culture, relationships and behaviours of our people. Continuous Improvement works to redesign core business processes and ways of working to save time, money and make things easier for our people. We embed a people focus within all organisation design, organisational and behavioural development and continuous improvement programmes of work in the MoJ.

Responsibilities and duties:

The Head of Organisation Design and Continuous Improvement will lead, manage and deliver activities across the Organisation Design and Continuous Improvement Teams and contribute to the delivery and leadership of Organisation Effectiveness.

The role holder will:

  • Work with the organisations clients/customers and colleagues to understand where OD and CI interventions can address existing issues and future risks within the business;
  • Lead a team of expert practitioners in providing professional advice and expertise in scoping, developing and delivering OD and CI interventions and solutions;
  • Ensure the application of OD and CI models and frameworks that are enabling, innovative and address the needs of both organisational context and the client/customer and colleague;
  • Deliver a portfolio of work that responds to both organisational 'demand' and drives forward professional practice in OD and CI, meeting the strategic People Group aims of Enabling Reform, Growing Confidence and Building Capability;
  • Have the ability to horizon scan across the OD and CI professions, bringing knowledge, expertise and direction grounded in notable practice supporting the Organisational Effectiveness, Centre of Expertise Model;
  • Role-model excellent management and leadership, supporting the Organisational Effectiveness business strategy and Centre of Expertise Model;
  • Work with senior peer groups across People Group to ensure consistency of service delivery, in particular where several People Group functions may work together on a single programme or project;
  • Represent the OD and CI professions, the Organisational Effectiveness function, People Group and the Ministry of Justice at cross-Government forums, Boards and Network Groups;

Essential Knowledge, Experience and Skills:

  • Providing expert advice and is seen as the organisational lead and expert for all matters relating to Organisation Design and Continuous Improvement.
  • Brings knowledge from different sectors and different organisations, building on past experience and expertise to quickly understand organisational context, the strategic objectives and the relationships essential for the successful delivery of this role.
  • Experience of managing and leading for high performance, including managing team and individual performance and development.
  • Experience in supporting project management delivery as the role will also lead systemic and complex projects and support large programmes with autonomy and accountability.
  • Proven track record of successfully designing and delivering impactful organisation design and continuous improvement approaches and developing strategies to realise benefits across a complex political landscape.
  • Proven experience of delivering complex interventions and approaches across multiple levels of leadership. Demonstrating adaptability and flexibility in approach for when working in varied operational and strategic environments.
  • Strong demonstration of influencing and advising senior leaders on best and good practice, with the experience necessary to mentor and advise up to Board level.
  • Have experience of working collaboratively and at pace with multiple stakeholders to produce high quality outcomes.

Desirable Knowledge, Experience and Skills:

  • Knowledge, experience or skills in project management/programme management.
  • Membership of professional bodies e.g. ICPIS, ODN Europe, OD&D Civil Service Network, CIPD.
  • Evidence of continuous personal and professional development.

Qualifications:

Qualifications would include a relevant masters level qualification such as:

  • Masters relating to or in Continuous Improvement, Organisation Design & Development, People Development or Organisational Change.
  • The Advanced Practitioner Programme (APP) in Organisation Design and Development (OD&D), Civil Service.
  • The NTL Global Organisation Development (OD) Certificate
  • Expert Practitioner level qualifications and memberships in Continuous Improvement, Systems Improvement, Lean, Six Sigma.

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
