Role Purpose

The Head of Enablement and Evaluation will be responsible for leading the newly created Enablement and Evaluation Team.  The Team offers internal specialism for four distinct areas of responsibility (Marketing, Reporting, Evaluation, and Learner Experience). The work will support the effective delivery of our Leadership, Talent and Capability Portfolio e.g. Leadership events, Talent Programmes and Apprenticeships to ensure we are an organisation which fully develops its people to be their best in order that we can deliver a truly effective justice system.

This will include:

  • Creating, influencing, and setting the strategic direction for the marketing, reporting and evaluation strategies, plans and techniques that are tailored to products, programmes and events across Leadership, Talent and Capability.

  • Working with the Heads of Leadership, Talent & Capability to produce a business plan that is realistic yet challenging and drives positive, transformational,and timely progress against tangible deliverables. 

  • Manage support activities that enables the wider team to deliver a high-quality service at pace and that is underpinned by relevant governance mechanisms to maximise quality of reporting, performance tracking, risk management and provider assurance for our customer group and stakeholders. 

  • Utilising knowledge of the latest thinking, research and identifying appropriate opportunities to ensure that we are continually pursing best practice, horizon scanning as well as learning from others.

  • You will be the Leadership, Talent & Capability lead for MoJ People Group, playing a key role in leading the relationship with the Department, understanding its culture, putting forward robust action plans and reporting into key governance structures and reporting mechanisms, managing conflicts should they arise if necessary.

  • Managing a team comprising of Band B managers – Marketing and Learner Experience and Reporting and Evaluation, Band C specialists in Marketing and Evaluation and Band D specialists in Reporting and Learner Experience.  

  • Striving for excellence in a dynamic and creative way, open to working in a collaborative, iterative way that gets the best from the team whilst working at pace.

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities

Marketing and Learner Experience 

  • Oversee the production of engaging and exciting stakeholder communication which will include the development of interactive and engaging newsletters which highlight the wide range of products that form the Leadership, Talent & Capability portfolio. 

  • Oversight of a high quality and thorough administrative learner experience activities that delivers consistently excellent customer service to learners, customers, stakeholders and our external delivery partners.  

  • Supervise the maintenance of learner databases that at times may include sensitive data, such as contact details and diversity data, in line with GDPR (General Data Processing Regulation) processes. 

  • Ensure the team offers high quality customer service through the monitoring of functional mailboxes for learners and providers, answering queries in a timely manner and liaising with specialists and Consultants across the wider team if required.  

  • Building strong relationships across the wider team, People Group, Communications team, SPOCS and staff networks across the MoJ family as well as taking a key role in representing the Leadership, Talent & Capability with stakeholders across the MoJ.  

Reporting and Evaluation 

  • Responsibility for the development of a robust evaluation strategy that can be tailored to the various and wide-ranging products across Leadership, Talent & Capability and assesses how products across the leadership, talent and capability portfolios deliver a quality, impactful and value for money service for the MoJ.

  • Attend regular challenge reviews of the Business Plan, working with the Leadership, Talent & Capability Senior Business Manager to ensure that the Divisional Director is aware of progress vs. plans.

  • Oversee the development and maintenance of a Leadership, Talent and Capability portfolio and calendar that provide an in-depth view of products and services across the team and track these annually allowing for resource and capacity planning.  

  • Develop a responsive and robust reporting function that demonstrates the impact our services are having not only on the individual but for the organisation, ensuring that all products across the team are making a tangible difference. This will include reviewing audit reports – identifying necessary recommendations and actions and tracking progress against these across the team and completing necessary updates.  

  • Assess value for money and return on investment to increase efficiency across the business and challenge where spend could have been better utilised.  

  • Oversight of internal programme management office function to ensuring adequate governance structures are in place that maximise quality of reporting, performance tracking, risk management and aid relevant decision making across the MoJ.  

  • Responsible for reviewing deliverables including performance reporting including collation of diversity and inclusion statistics where appropriate.

  • Providing commercial advice and support across the wider Leadership, Talent & Capability team with commercial processes such as bid documentation, tendering and evaluation. 

Team 

  • Manage resources and team capacity – working collaboratively with the Head of Design & Delivery to ensure that resource is adequately allocated across the team on individual projects and that clear, tangible timeframes are put in place to ensure that the teamworkin an agile, flexible manner, supporting a portfolio of products that span the whole of Leadership, Talent and Capability.  The team will need to adopt a continuous improvement mindset and develop curiosity for how we can optimise our impact.   

  • Lead a team of Reporting, Evaluation, Marketing and Learner Experience specialists, leading them to success through their experience and expertise in corporate business management.

  • Maintain strong collaborative relationships with staff networks to help drive engagement and number of applications from those from under-represented groups right across the MoJ. 

  • Drive the highest possible standards and identify efficient and effective methods and processes that are not too onerous on the rest of the team or create unnecessary bureaucracy.  

  • In-depth understanding of our full Leadership, Talent and Capability offer to support the ongoing delivery, governance and administration of our products and services.  

  • Recognising the current gaps in our service provision and put in place plans and strategies to improve evaluation, marketing, the learner experience as well as enhancing processes surrounding governance, reporting, planning and risk management.

Essential knowledge, experience and skills

Experience of leading and managing a multi-functional team; comfortable with influencing and managing upwards, including   challenging senior leaders on their ability to deliver against strategic objectives of the team.  

Experience of managing a broad remit across the team that will be flexible and adaptable, adopting a continuous improvement mind-set to build what is, right now, a completely new function within the team.  

Knowledge and experience of managing a project management office utilising project management methodology to deliver positive outcomes. 

Track record of building and maintaining lasting stakeholder relationships, delivering through others, ensuring that risks and issues are managed and escalated. 

Desirable knowledge, experience and skills

Proven experience in a similar role either in the Civil Service or in a large private sector organisation.

Knowledge of Leadership, Talent and Capability

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

The national salary range is £50,427 - £59,000, London salary range is £54,274 - £63,500. Your salary will be dependent on your base location
