Overview  

The Office of the Public Guardian (OPG) is an Executive Agency of the Ministry of Justice (MoJ), responsible for registering Lasting Powers of Attorney and supervising deputies who are appointed by the Court of Protection. Lasting Powers of Attorney gives people the power to choose who will be their voice and act in their best interests if they lose the ability to make certain decisions for themselves such as health and finances. Our vision is to make lasting powers of attorney accessible, affordable and essential for future planning, while providing world class services for everyone in society.

We are looking for someone to join our Workforce Resourcing Team, with a willingness to learn and develop their skills to support the business in successfully filling OPG’s vacancies. The Workforce Resourcing Team works collaboratively across all business areas to recruit staff and forms part of the wider People and Development Team. The role is liaising with business areas to establish & develop Job descriptions, identify diverse & inclusive panels, agree campaign plans through to finalising start dates for successful candidates. The successful candidate will assist the team in introducing and implementing new and innovative recruitment methods which are an essential part of the support element of this role.

The successful candidate will be based in either our Birmingham or Nottingham office, with an element of remote/home working although will be expected to work at both sites as and when needed.

Job Description, Duties and Responsibilities –

  • Liaison with vacancy holders across the wider business to develop job descriptions to attract the right people to apply for vacancies at the right time.
  • Support & lead staff as required enabling them to achieve their fullest potential.
  • Participating in discussions with vacancy holders to identify interview panels ensuring all panels are diverse & inclusive.
  • Utilising the SSCL online platform to upload vacancy details, update & review information, input & retrieve sift & interview results.
  • Liaison with candidates, arranging interview slots, providing adjustments and feedback when requested.
  • Conducting interviews and sifts and acting as an independent and/or Chair on panels as required in accordance with MoJ policy.
  • Support in the development and introduction of new and improved recruitment practices that will enable the team to meet the OPG’s need for an evolving workforce.
  • Working with Vacancy Managers and Recruitment Points of Contacts to select the most suitable recruitment options for specific roles.
  • Assist in the training and support of new campaign sifters and interviewers, acting as an expert mentor to colleagues.
  • As new recruitment processes are introduced, gain sufficient expertise to share those skills across the wider business.
  • Input into strategic decisions regarding OPG’s recruitment and promote this agenda across OPG.
  • Contribute to the reputation for delivering an excellent service to internal and external stakeholders.
  • Work alongside your colleagues on the Workforce Resourcing Team to ensure task actions are completed in a timely fashion and within agreed standards, managing and maintaining inboxes and actions.
  • To undertake any other actions as commensurate within the grade.

Skills & Qualifications

Essential

  • Experience of using Microsoft computer packages, i.e. Word, Excel, Outlook, Microsoft Teams.
  • Proficiency in both written and oral communication.
  • Ability to confidently communicate/collaborate with all internal/external stakeholders.

Highly Desirable

  • Knowledge of Success Profiles.
  • Previous recruitment experience.

Candidates will be expected to provide a Level 2 Working Together Behaviour statement plus a Personal Statement of no more than 250 words each, which will be assessed at Sift.

The personal statement should focus on capturing previous experience and demonstrate what you feel you can bring to the role, you should describe your skills, experience & strengths, taking into account the essential and desirable criteria listed above.

The candidate will be asked to prepare answers for the following Civil Service behaviours during the assessment process. A minimum of one of the following behaviours will be assessed as Interview questions:

  • Managing a Quality Service - Level 2
  • Delivering at Pace - Level 2

If you are successful at sift, you will be invited to an interview based on Success Profiles where you will be tested with experience and behaviour-based questions (as above).

Salary, Working Arrangements & Benefits -

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other Civil Service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Starting Salary

The starting salary for this role is OPG Pay Band D, £25,118.

Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on the date of their appointment.

Annual Leave

Generous allowances for paid holiday starting at 25 days per year rising as your service increases. There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
