Background:

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world. Reform aims to reduce cost and increase confidence of the judiciary, delivery partners and stakeholders in the justice system whilst delivering benefits both to HMCTS and to the taxpayers. As we move into the final phase of reform delivery, the focus shifts from design and build to implement and embed. Reform will impact on almost every role, person and system across HMCTS and the scale of change is significant. As a result, we need to reset our organisation to put us in the best shape to support implementation and deliver our reform benefits.

The Portfolio Implementation team is part of the Strategy and Change Directorate. We are an enthusiastic, high performing and caring team. The team will play a key role in this phase of reform delivery, managing a ‘Single Portfolio Implementation Plan’ and monitoring change load across the whole organisation. The team will develop the longer-term strategic implementation approach to the future organisational model and oversee the implementation change resource in operations. Communications and engagement through all aspects of the Reform Programme is crucial to success. Creating a communication and engagement strategy to reach out to a wide variety of stakeholders and ensuring it is tailored at the appropriate level will be central to the role, as will timely updates. The Portfolio Implementation Communications and Engagement manager will lead the staff engagement approach for the portfolio, overseeing the engagement plan to ensure consistency, alignment and cohesion in cross- Portfolio communications. The manager will also oversee the effective planning of all -staff ‘One Conversation’ communications, working alongside a wide range of stakeholders including, but not limited to, the central Communications team, Programme and Operational representatives, regional Business Change leads, HR, Judicial Office and DTUS (Departmental Trade Unions).

As part of the Strategy and Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. The Programme is ambitious, and we need resilient, innovative, resourceful and adaptable people, with the ability to work alongside others and autonomously, to make it happen. 

Key Responsibilities:

  • Leading the staff engagement approach for the portfolio – overseeing the engagement plan to ensure consistency, alignment and cohesion in cross- Portfolio communications.
  • Plan effective and timely all -staff ‘One Conversation’ communications with a wide range of stakeholders including, but not limited to, the central Communications team, Programme and Operational representatives, regional Business Change leads, HR, Judicial Office and DTUS (Departmental Trade Unions.
  • Manage or escalate risks and issues pertaining to staff, Judicial Office and Trade Union engagement communications, reporting to Boards, when required.
  • Manage ‘Lessons Learnt’ in relation to communications, ensuring lessons are used to improve future actions, ensuring continuous improvement.
  • Hold stakeholders to account for delivery of their communications remit as agreed in the Roles and Responsibilities document (RACI.)
  • Manage the central Implementation team’s key messages on the intranet / organisation website.
  • Working with senior managers in the central Implementation team to respond to reports by the Public Accounts Committee, Government Internal Audit Agency or other external stakeholders.
  • Line management responsibilities.

Other duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post:

The successful candidate/s will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Essential Skills, Knowledge and Experience:

We are looking for candidates with a proven track record in the following:

  • A strong communicator, able to influence stakeholders and communicate messages clearly to a range of audiences at all levels – both verbally and in writing
  • Experience working in a communications role/environment, preferably on Employee Engagement
  • Knowledge and understanding of communications tools and techniques
  • Senior stakeholder and relationship management, preferably within Central Government
  • Strong writing, editing, proofreading, layout and design skills

 

Desirable Skills, Knowledge and Experience:

  • Awareness or knowledge of Benefits Delivery
  • Awareness or knowledge of Trade Union discussions

Terms & Conditions:

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.  Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

The national salary range is £36,049 - £41,095 London salary range is £41,747- £47,591. Your salary will be dependent on your base location

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
