Overview

Do you have the passion, values and ability to make a real difference to solving the biggest problems of the justice system? If so, we have some exciting permanent roles available within the Prison Estate Analysis Programme at Higher Executive Officer (HEO) level. The Prison Estate Analysis Programme sits within the Analytical Priority Projects Unit in Data and Analysis, supporting key projects and programmes across MoJ and its agencies.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ office (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. About the role

The Prison Estate Analysis Programme has four G7 teams providing analytical support to HMPPS and MoJ policy teams on a variety of topics including estate capacity, maintenance and competition. Prison expansion is the second largest capital investment programme across government. As justice has moved up the policy agenda and investment in police numbers starts to flow through the system there is increased focus on ensuring the prison estate has enough capacity, is well maintained and contributes to improved sustainability.

The Prison Operator Competition Analysis team provides analytical support on the operation of new prisons and existing prisons which are currently operated through Private Finance Initiative (PFI) contracts. As some of the first PFI contracts to expire across government, the approach requires innovative thinking. There is one role available in this team and and will involve working with stakeholders to agree analytical requirements and assumptions, and liaising with other analysts in the team and unit to deliver the required economic analysis.

The post holder will consider and assess a range of options for the future operation of the prisons, providing costs and benefits of short-listed options. They will contribute to business case development to ensure the department is able to make a robust decision on the future of these prisons, including considering insource and outsource decisions and how to account for different risk levels.

Within this role you will have the opportunity to:

  • Build understanding of prison cost data from various sources,
  • Develop existing models and build new models to estimate operating costs
  • Use analysis to support decision making in business cases
  • Work closely with a range of stakeholders including MoJ Finance, MoJ Property, MoJ Commercial and HM Treasury.

  • Good understanding of the HM Treasury Green Book and its supplementary guidance.
  • Experience of working on business cases including following green book principles.
  • Modelling skills in Excel or other software.

The Prison Estate Contingencies and Long-term Strategy team also has a HEO level vacancy. The G7 led team works closely with MoJ Future Prison Policy and HMPPS to understand the short-term pressure on the estate, contingency options and longer-term strategy and needs of the prison estate. The team is responsible for a quarterly prison estate projection which supports capacity planning and reporting to HMT and senior stakeholders.

Within this role you will have the opportunity to:

  • Work strategically with a range of stakeholders to inform options
  • Develop existing models and build new ones to deliver the prison estate capacity projection and related scenarios.
  • Work collaboratively across the programme and with stakeholders to understand assumptions and communicate analysis to stakeholders.

Roles are open to either:

  • Existing badged analysts from any profession on level transfer or promotion who can demonstrate the required skills and knowledge and its application to policy and operational issues. The roles in the Prison operator and competition team might be of particular interest to GES analysts but are open to all.
  • Candidates that are not members of a profession but possess and can demonstrate similar experience at HEO level and meet the profession eligibility criteria. Badging opportunities will available once in post for those who wish to apply (GSR, GSS and GORS). Data and Analysis

Data and Analysis is a multi-disciplinary team of around 400 staff that sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast-paced context and our skills are in heavy demand across the MoJ. We support policy development and operational delivery with cutting-edge and high-impact analysis delivered by a community of analysts and specialists including, social researchers, economists, operational researchers, statisticians, data engineers, data scientists and other data specialists (such as data strategists, data dissemination and assurance experts).

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
