MoJ Commercial and Contract Management Directorate (CCMD)

The breadth and depth of the work of the Ministry of Justice Commercial Function is significant. Each year we spend circa £3.2 billion on an expansive range of goods and services. In addition, we support some of the most innovative commercial work in government, and our Directorate’s work is crucial to the successful delivery of prison reform and court reform programmes.

The CCMD Operations Centre leads on the functional strategy, the commercial policies and governance and commercial risk framework as well resourcing and development of the commercial function to enable it to meet its strategic and operational objectives. This includes financial management of the CCMD budget (c.£22m p.a.) and business support for approximately 220 commercial staff and 30 support staff based in London, Leeds, and Manchester. We also support a Transport and Logistics function employing around 70 staff based in the Midlands.

Contribution to a strong team ethos as well as commitment to continuous improvement, collaboration and knowledge sharing is essential.

Job Purpose

This job focuses on the policy and governance aspects of delivering the work carried out in the Commercial and Contract Management Directorate (CCMD). The role requires you to support the work of the Band B Commercial Policy Development Manager to ensure that the continually evolving policy and governance landscape are incorporated into clear and efficient ways of working. This is a key role that supports sourcing and contract management delivery into front line service and headquarter operations.

Responsibilities

The jobholder will be responsible for: -

  • Assisting with the management of the Commercial Compliance Team mailbox, answering any questions from commercial staff and stakeholders.
  • Providing advice and assistance to CCMD staff on correct governance routes.
  • Supporting the maintenance of the CCMD Sourcing and Contract Management Handbook and its associated guidance and templates.
  • Supporting the work on the Commercial Continuous Improvement Assessment Framework.
  • Assisting with compliance checks on key policy requirements.
  • Supporting the development of SharePoint pages to share policy information.
  • Supporting the development and roll out of guidance for delegated commercial authority.
  • Maintaining the teams working files and guidance.
  • Supporting the maintenance of and updates to the intranet, external gov.uk page, and SharePoint.

Experience

We are looking for someone who preferably has some previous experience in working in a commercial environment in the public sector although this is not essential as support and training is available to support your development. This role would suit someone who enjoys being part of a small team, researching and providing advice on the application of commercial policy but also to help ensure that processes are up-to-date and simple to understand and use.

  • The successful candidate will ideally have an interest in commercial policy.
  • Strong interpersonal and communication skills for building and maintaining a wide range of key relationships.
  • Be able to translate commercial policy in a clear and effective way. 
  • Working effectively both independently and as part of a team.
  • Have a good working knowledge of Office 365

Most importantly we are looking for someone who is personable, has enthusiasm, is proactive and can work on several strands of work at the same time.

 

 

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
