The Role

We are looking for a Digital Delivery Manager. This role is suitable for an experienced digital delivery manager and applicants should have at least two years’ experience of digital delivery in either the public or private sector in an Agile environment.  

You will need the following essential skills for this role:

  • Regular delivery of viable code.  You can motivate developers to produce viable code each Sprint that meets user needs and to appropriate coding standards. 
  • Agile practices. You know about and can lead on a range of Agile tools and techniques, with an ability to coach within and outside of your team. You can establish a feedback loop for teams; you can take responsibility for the translation and measurement of value (what you put in and what you will get out) and ensure this relates to practical government objectives and the user needs. You can ensure that working practices achieve effective delivery.
  • Communication skills. You can advocate and communicate what a team does to create trust and authenticity. You know how to successfully react and respond to challenge.
  • Team dynamics and collaboration. You know how to build successful delivery teams. You understand team styles and how people work together. You can maintain, influence and motivate a team. You can give and receive feedback, facilitating the feedback loop. You can ensure the health of a team and facilitate conflict resolution, accelerating team performance. You know how to help teams maintain a focus on delivery.
  • Maintaining delivery momentum. You can solve issues and unblock problems. You know how to drive the team and set the pace, ensuring teams are working towards delivery commitments. You understand that all steps in a process must add value.

This skill is desirable, but we can train the right candidate in this if required:

  • Commercial and Financial management. You know how to monitor projected budgets against expenditure.  You can use work orders to ensure effective and efficient delivery of services by contractors.  You know how to monitor projected budgets against expenditure.

Main responsibilities

We deliver a large programme of 30-40 recruitment campaigns each year to identify candidates for judicial office in England and Wales and for some tribunals with a UK wide jurisdiction. The application and operational processes that underpin these recruitment campaigns are reliant on digital services that must meet the highest standards for those applying and for those administering the applications.

You will:

  • Ensure we deliver code development on time
  • Identify and remedy blockers
  • Drive velocity, producing viable code each Sprint
  • Provide support to the Digital Board and lead our ceremonies
  • Manage contracts, work orders and lead on finance control

The role objectives are:

  1. Delivery Management of the Digital team (contractors and staff, under the leadership of the Head of Digital Delivery and Programme Office) to deliver the continued development of the Digital Platform, and other digital tools such as the website,  as agreed in the road map and compliant with Government Digital Service guidance on time and to budget. 
  2. Monitor and control digital spend, including keeping accurate and timely records of all invoices paid, regular licencing fees and all other digital spend to ensure we are compliant with spend controls and within our delegated budget.
  3. Management of our digital call-off contracts to drive velocity of delivery, producing realistic and accurate work orders to contractors on time, monitoring delivery against the work orders, identifying and remedying any blockers to delivery and ensuring deliverables are complete before an invoice is paid.
  1. To line manage our internal Developer, providing current work objectives and regular feedback, and to ensure they develop both technically and as JAC colleagues. To lead on the JAC’s Slack channels, alongside the Developer.
  1. To manage the Digital Team ceremonies including stand ups, Retrospectives and sprint kick-off, and to act as Secretary to the Digital Board. This includes setting the dates, drafting the agenda, commissioning and circulating papers and informing presenters that they are presenting.
  2. As a member of the Operational and Digital Management Team to act as a role model across the organisation and externally: visibly demonstrating the JAC values and behaviours.  To provide appropriate advice and assistance to colleagues as required.

About the JAC

The Judicial Appointments Commission (JAC) is an independent public body, established in 2006, to select judges in the courts and tribunals, and non-legal tribunal members. The JAC is responsible for designing, planning and running recruitment campaigns to select judicial office holders up to and including the High Court.

We have a statutory duty to select solely on merit, while keeping our selection processes open to the widest range of applicants. This means continually evaluating and improving our processes to ensure they are fair and open, and that they are identifying the very best candidates for judicial office.

The work is high-profile, varied and challenging. We launch a new campaign for judicial posts every 1 to 2 weeks. These range from high-volume campaigns at entry level, attracting upward of 2,000 applicants, to small campaigns for the most senior judicial roles, attracting a handful of highly-qualified people. Part Time or Job Share option

This role is demanding, we would consider a part time or job share application that ensured business needs were met (at least 30 hours per week).

Remote working

Currently all our staff are working remotely from home with attendance at the office when there is a business need.

Interview

Interviews will be via MSTeams or another video conferencing app. In February or early March.

At interview you will be asked about two behaviours (Delivering at Pace, Communicating and Influecing), your CV and statement of suitability.

Applicants invited for interview will be expected to undertake an assessment on the day of the interview. This will involve a scenario where you will be asked to create a proposal to tackle an issue. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
