People Group

The role of People Group is to support the organisation and its 85,000 people by enabling our colleagues to work to their full potential.

Our roles are based nationally and you may work as part of a team allocated to a specific region or area in a HR business partner role, managing projects in an HR expert services team or division, or providing support and guidance on a major MoJ people change initiative.

Roles

We have a number of permanent roles available in addition to long term/fixed term appointments (up to three years). We are also willing to consider loan/secondments for a minimum of 12-months with the possibility of an extension as a level transfer or on promotion.

Our SEO HR, Change and Project Managers design and deliver tailored HR and people focused interventions to drive improvements in all areas of HR including but not limited to effective leadership, people management, organisational design and development, learning and development, change management, diversity and inclusion and workforce strategy.

Postholders will work closely with colleagues across the business and People Group to provide business insight to improve HR processes, systems and the service provided to business areas. They will address medium and longer-term challenges by working closely with colleagues across People Group's centres of expertise and colleagues across MoJ and its agencies, as well as the wider Civil Service professions.

In addition to experienced HR professionals and project management experience, we are looking for change management experience and specialist knowledge of behavioural insights to support our major change projects.

Responsibilities, Activities & Duties:

  • Management and delivery of planned people interventions and products, where success is often in collaboration with colleagues from People Group, wider MoJ, HMPPS and external stakeholders
  • Provide people centred and pragmatic advice and guidance, sometimes finding solutions to complex and unclear situations where there is no known precedent or obvious policy or process solution
  • Use business insight to inform the strategic delivery approach, design of interventions and development of products in collaboration with colleagues to embed people impacts into projects and programmes 
  • Act as the key interface between the Business/Programmes, HRBPs and other People Group divisions to design and deliver effective change solutions and resolve alignment issues
  • Design and deliver tailored engagement solutions and products by creating the environment and opportunity for collaboration with business customers, especially those impacted by the change, as well as stakeholders and our delivery partners

Apply a project management approach:

  1. To research, scope, produce and manage detailed project plans.
  2. To design, implement, manage and monitor reporting processes.
  3. To identify, manage and seek resolution to risks and issues.
  4. To lead project delivery, including management and/or production of project deliverables and activities.
  • Represent your business area at internal and external broader change forums
  • Consult and negotiate directly with Trade Union representatives at a local and national level

Able to be flexibly deployed on other priority projects or work areas (to contribute to or to trouble-shoot) where capability gaps or significant risks, issues or slippage is predicted or occurs, often at short notice and alongside existing priority deliverables;

An ability to develop collaborative working relationships quickly and work effectively within matrix structures is a must.

Depending on the role, you may have line management responsibilities.

Travel may be required across region with visits to operational sites to support business needs.

Selection process:

Essential Knowledge, Experience and Skills:

The successful candidates must be able to evidence the essential criteria below:

  • HR generalist knowledge with practical experience of implementing people processes and supporting organisational change.
  • Proven experience of developing business change strategies to support project initiatives which are tailored to the needs of the business
  • Ability to design, plan and deliver people and business change activities and interventions, following best practice approaches and methodologies to support broader HR change programmes
  • Excellent project management skills with experience of working within an organisation of significant scale and or complexity.
  • Data and insights driven with experience of using business and behavioural insights which anticipate and shape the impact of people change programmes
  • Excellent stakeholder management skills with the ability to build strong, trust-based professional partnerships with a range of stakeholders quickly and effectively.
  • Demonstrable experience incorporating stakeholder analysis into engagement and communication plans which support change delivery.

Desirable Knowledge, Experience and Skills:

  • Detailed knowledge and understanding of HR Operating Models and Shared Services processes.
  • Detailed knowledge and understanding of operational learning environments
  • People change and behavioural impact and reaction

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
