The role

Our roles are based nationally and you may work as part of a team allocated to a specific region or area, supporting projects in an HR expert services team or division, providing support and guidance on MoJ people and business change initiatives or directly supporting our Senior Leaders across People Group.

Our HEO Project Support Officers provide a wide and varied range of expertise and technical support and assistance to colleagues. This may range from helping to develop specific HR policy and develop initiatives to support People Group priorities or providing the oversight and management of project deliverables for a number of projects in support of a portfolio of activities.

You may work on either a large-scale programme, supporting people change interventions, solutions and products or across several smaller projects. You must have a willingness to develop deep expertise within your work area e.g. diversity and inclusion. 

This is an exciting and challenging role in a fast-paced environment that requires a proactive and adaptable approach to the work to meet the needs of team and business demands.

The post holder must be highly capable, flexible, driven and highly organised and have a high level of energy and attention to detail and to be able to multi-task within tight timeframes.

You will need to have the confidence and ability to work under your own initiative and be able to manage competing priorities effectively.

Although having an understanding of HR would be advantageous, Project and Change Management experience are just as valuable.

A professional qualification is not essential and there will be an opportunity to complete an apprenticeship in HR or Project management for those seeking career development. 

Responsibilities, Activities & Duties

These may include

Accountable for sourcing, collating, researching, validating, analysing and acting on a wide range of complex and diverse HR and management data to support HR projects.  Produce reports and documents to show findings and options to support and influence decision making for project managers and senior leaders.

Interpret, summarise and present data using a range of media, including the use of graphs and images.

Organise, attend, and where requested chair, a range of meetings, teleconferences and workshops and produce minutes where required.           

Responsible for drafting and producing a range of internal and external communications for diverse groups of colleagues, stakeholders and third-party providers using judgement to adapt both style and content appropriately to meet the needs of each group/ individual.

Research, scope, design and produce detailed products and documents to support the delivery of People Group projects.

Support the Project Managers, Team Leaders and colleagues across People Group by responding to a range of complex requests undertaking specific logistical tasks such as creating and running complex spreadsheets, collating and analysing high volumes of detailed review comments on major projects as well as organising workshops.

Maintaining project documentation and controls, preparing project and Portfolio performance reports and documentation to support effective governance, assurance and decision making.

Supporting the implementation and maintenance of appropriate systems and tools to enable effective planning and scheduling activities, in support of the project(s) plans as advised by the Team Leader or Project Manager.

Capturing lessons learned from projects to identify trends. Communicate and raise awareness to inform future activity.

Identify and monitor Risks and Issues, logging mitigating actions and raising as appropriate.

Build and maintain effective relationships with a range of stakeholders including at senior levels across the Division and wider People Group.

Support senior stakeholders with achieving HR and people group business objectives/vision

Create and reengineer new systems and processes to support People Group projects and take actions to embed these into new and improved ways of working.

Pro-actively manage actions produced by the various meetings attended and maintain project action logs, plans and documentation.

Essential Knowledge, Experience and Skills

Candidates must possess the following:

  • Proven experience of supporting delivery of projects using a range of project management skills, disciplines and methodologies
  • Strong organisational skills, with an ability to manage own workload
  • Excellent communication and interpersonal skills; able to inspire confidence and build enthusiasm for change 
  • Experience of collating and presenting data, producing reports and presentations
  • Proficiency in Microsoft programmes including – Teams, Outlook, Word, Excel and Powerpoint.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
