As a Senior Business Analyst at these grades, you will be the most senior business analyst within a delivery team, directly contributing to that teams goals with your analytical skillset. You have the ability to plan ahead, think strategically and ensure that operations, service provision or policy programmes are developed to meet changing business needs.
As a Business Analyst your core purpose will be to act as the bridge between the business and the technical. This will involve you identifying the requirements of a service, identifying the benefits to the user and translating this into actionable requirements for the development team. You will work iteratively with the business and the development team to clarify ambiguity, resolve issues and assist with additional functionality across the service development lifecycle. 

You will be experienced as a BA in a variety of elicitation methods and can advise your team on the appropriate use of each method depending on the stakeholder and scenario. You will be given the opportunity to continue to grow your management capabilities as well as managing relationships with senior stakeholders as you progress to becoming a leading figure within the BA community.

As a Business Analyst you will be expected to use judgement and a high degree of creativity when faced with complex and varied issues in circumstances where guidance and precedent may not be available. You will use high levels of interpersonal skills to consult with other grades, including more senior managers, in order to solve issues. You will be expected to make decisions relating to the most effective business modelling required in the circumstances.

Key Accountabilities: 

•    Encourage and promote Agile methodologies across functions, setting standards across the function and ensuring these standards and methodologies are followed
•    Operate as a BA either on large, complex projects, or across a number of projects simultaneously
•    Additionally, manage other BAs on the project by quality assuring on the work produced
•    Lead workshops, interviews, focus groups and other techniques to effectively understand business problems and user needs within large complex projects
•    Translate the business problem and user needs into a set of detailed requirements for the solution that align to best practice methodology, with the appropriate use of epics, features, user stories and defined acceptance criteria
•    Manage senior stakeholder relationships, ensuring alignment across business and technical stakeholders
•    Communicate effectively across senior technical and business stakeholders, ensuring the understanding of requirements and acceptance criteria is aligned. 
•    Understand the business processes and activities that impact and that are impacted by the project whilst developing an understanding of how the project aligns with the wider strategy of the department. Additionally, advise on the appropriate selection techniques to model business processes as per the service scenario.
•    Advise the Product Manager in agreeing the suitable mix of epics, features & stories for each sprint, as well as actively contributing towards prioritisation activities. Additionally, be comfortable operating as a Product Manager on an interim basis where necessary
•    Responsible for investigative work into problems and opportunities in existing and new services
•    Drives the analysis and collection of information and creation of to create recommendations for service improvements
•    Analyses large amounts of complex information and uses it to produce solutions
•    Able to analyse current processes, identify and implement opportunities to optimise processes, and leads and develops a team of experts to deliver service improvements
•    Models more advanced and complex situations across more than one business function or programme
•    Influences stakeholders and manages relationships effectively. Builds long term strategic relationships
•    Responsible for the business analysis tasks needed within assigned Delivery Team
•    Contribute to wider Business Analysis Community of Practice

Knowledge, Skills and Experience

•    Experience of working in a large digital organisation, or demonstrable understanding of large digital organisations operate in the context of this role
•    Previous experience of working across senior technical and business stakeholders ensuring the understanding of requirements and acceptance criteria is aligned 
•    You will be a leader within your development team, setting standards and ways of working, with a particular focus on analytical approaches
•    Experience of management, mentoring and coaching other Business Analysts
•    Proven track record of managing product lifecycles ensuring full alignment with wider Departmental strategy 
•    Experience of analysing large amounts of complex information and using it to produce solutions
•    You will be a consultant on ways of working and analytical approaches within your delivery team
•    Experience of negotiation with stakeholders, particularly using analysis and analytical reports to support negotiations
•    Has managed other BAs on a project by quality assuring the work produced and mentoriing to improve outcomes

•    Experienced in the use of requirements analysis techniques, and take responsibility for the investigation and implementation of changes to Product level scope
•    Work alongside the Product Manager and Delivery Manager, to identify, analyse, manage and mitigate risks and issues affecting your product or delivery team, including leading on the analysis of such risks and issues
•    Apply analytical techniques to complex issues, at a Product level, in order to understand problems, and produce analytical documentation to facilitate decision making
•    Supports the Principal Business Analyst in making Jurisdiction wide decisions on Business Analysis
•    Lead on setting direction for Business Analysts in a Product or Delivery Team on techniques, tools, processes and approaches for problem solving and decision making, and coaches, trains and mentors other BAs in these approaches
•    You will lead on options analysis, presenting your findings and consulting product and delivery teams on your recommendations
•    Able to negotiate timelines and priorities between delivery teams, in order to meet delivery deadlines
•    You will be responsible for facilitating the setting of business priorities for change initiatives of high complexity. You will lead on requirements analysis and take responsibility for the investigation and implementation of changes to programme scope
•    You will gather insight from senior stakeholders and communicate modelling
•    Lead on analysis of backlog items, providing consultation and recommendations to the Product Manager when prioritising work and deadlines

Management of Resources 

•    You will be responsible for the development of Business Analysis teams within your Delivery Team
•    You will ensure that all product and service teams within your Delivery Team have the appropriate level of Business Analysis resource to achieve the goals on their roadmap, and if not will work with the Principal Business Analyst to ensure this is addressed
•    Lead on all analysis work required for your product or delivery team, and be responsible for the outcomes of this work
•    Able to contribute to the solution of complex issues within your product or delivery team, possibly affecting more than one product or project at a time.
•    You will lead HEO Business Analysts within your product or delivery team, mentoring them and coaching them on ways of working and correct application of analytical approaches and techniques
•    Experience of managing, mentoring and coaching other Business Analysts
•    You will communicate business objectives to your product or delivery team via traceability of requirements, ensuring these are reflective of wider business strategy
•    Represent all Business Analysts in your Product or Delivery Team to senior management, working alongside the Principal Business Analyst
•    Work alongside the Principal Business Analyst on recruitment and retention campaigns for Business Analysts, particularly for your Product area

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
