Duration: Detached duty for one year

Location: When current restrictions have eased, the postholder will be expected to work flexibly and spend at least three days per week in Southern House, Croydon. Regular travel to locations across England and Wales may be required.

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Crime Programme

The Crime Programme is a key part of the HMCTS Change Programme and is delivering key aspects of the Crown Prosecution Service’s CJS Strategy & Action Plan (who are delivering the Programme in partnership). It is a business transformation programme which will enable the criminal justice system, and the individual agencies working within it, to fundamentally change the way they work, to be more efficient and effective and deliver a better service for society and taxpayers.

For the first time, criminal case information will be kept together in one place, instead of being re-entered and replicated on numerous different systems. Parties will be able to access and update the same data set based on their security profile and associated access rights. The initial focus is on processes and systems in HMCTS and CPS, and the interfaces with the legal defence community, Police, NOMS and other prosecuting authorities with respect to cases heard in the Magistrates’ and Crown Courts in England and Wales.

Senior Business Change Manager

The scale and impact of the Crime programme on the business is significant and wide ranging, including: a new operating model & organisational structure; new systems and processes; as well as new roles, behaviours & ways of working. The Business Change team's key purpose is to ultimately ensure that the business is ready and willing to accept these complex and far-reaching changes.

As the Senior Business Change Manager, you will lead the Business Change Team on future design of the technology and business processes:

  • Driving design, giving strong visibility and contribution to the design team on the impact of the change to the business;
  • Ensuring the future design supports and enhances the minimum viable product;
  • working closely with the business to harness their energy in support of the change vision and preparing the business for change.

You will do this by developing and delivering the strategic business change approach, including cross-cutting change interventions, ultimately providing an integrated view of change across the programme.

As part of the wider Programme Delivery team, you will work with the business, project teams and other enabling workstreams to ensure that the business change impact is reflected in the design and does not reduce the capability of the minimum viable product. Your work on the future design will provide support to enable a smooth release to the business and the project outcomes are delivered.

Key Responsibilities

  • Deliver the Business Change approach for the Crime Programme including the key services provided by Business Change at a Programme and Project level (including design, change, training and communication activity):
    • Plan and manage the work of the business change workstream to ensure business change activity is delivered consistently and to a high standard across the Programme and that Change impacts are understood, change plans are managed and monitored effectively and appropriate change and training interventions have been designed to ensure everyone is willing and able to accept the change.
    • Deliver a core business change product catalogue which will be used to appropriately address all identified change impacts to ensure the correct activities happen at the right time, by the right people, for the right people and feed back to the Central Change Team when required.
    • Capture lessons learned in order to iterate and continually improve change interventions and approaches.
  • Work in collaboration with key senior stakeholders across the business, including regular engagement with the Operations Delivery Directors, Heads of Crime and Heads of Legal Operations to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and are able to drive the change forward.
    • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the future design of the technology and/or business process
  • Operate as the link between the Programme and those in the business affected by the change the Programme will bring.
    • Negotiate with key stakeholders for appropriate changes in the ways of working and resolve conflicts.
    • Champion a consistent change management approach and influence key stakeholders within the Programme in line with HMCTS Transformation Framework.
  • Demonstrate strong leadership behaviours in accordance with the organisation’s ethos as well as role modelling desired future behaviours and ways of working:
    • Establish a clear workstream delivery plan to drive workstream activity, track activity and measure performance.
    • Manage the business change workstream resource profile, including, recruitment and on-boarding of resource as required in-line with the delivery roadmap, in coordination with the Programme Director and others.
  • Use influencing and persuasion skills as required to resolve issues amongst Programme, Project and business resources, ensuring that Programme and business priorities and needs are appropriately balanced to enable successful delivery of the change.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Requirements

  • Relevant business change experience in the last 12 months;
  • Proven leadership ability in delivering complex change in a large-scale Programme environment
  • Previous experience leading and embedding business changes, ideally as a formal Business Change Manager within a large-scale and highly complex environment.
    • Experience of designing and delivering change and training strategies/interventions with proven results.
    • Ideally you will have or be working towards a Business Change qualification such as APMG, ProSci or equivalent although this is not essential.
    • Knowledge of best practice standards, tools, processes and techniques.
  • Previous experience in a Project/Programme/Portfolio environment
    • Familiar with Agile development methodologies and the ability to work as part of a solution development team if necessary (formal agile qualifications such as AgilePM, Scrum, Kanban etc. is not necessary).
    • Creation and maintenance of delivery plans so that delivery, costs and benefits can be identified and managed.
    • Stakeholder management particularly engagement with Judiciary.
  • Experience of building productive relationships with senior internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
