Summary

The profile and prevalence of data has never been higher and the impact on our lives in and out of work more profound.  Judicial Office is seeking an individual with the expertise and vision to join its newly formed Data Governance, Policy and Analysis Team to take the lead on its Strategy and Policy pillar of work.

We are looking for someone with the vision and capacity to shape our forward thinking on data and information, considering both Judicial Office and the senior judiciary.  Working across two different areas with their own needs and principles will see the successful candidate tease out both common and unique components for a coherent strategy.

This is a new role and the successful candidate will have the opportunity to determine how to approach the task and apply their knowledge to the task in hand.  As well as determining strategic direction, the postholder will take on ownership of existing policy documents and the responsibility for creating new Judicial Office policies.  The policy-focussed aspect of the role will also mean reaching out to partner organisations and the judiciary to ensure that the interests of judicial colleagues are represented in any relevant policy development.

The organisation

The Judicial Office (JO) reports to the Lord Chief Justice and Senior President of Tribunals. Our purpose is to support the judiciary to uphold the rule of law and deliver justice impartially, speedily and efficiently.

The JO was set up following the Constitutional Reform Act 2005, under which the Lord Chief became Head of the Judiciary with responsibility for:

  • representing the views of the judiciary of England and Wales to Parliament, the Lord Chancellor and ministers generally;
  • maintaining arrangements for the welfare, training and guidance of the judiciary, within the resources made available by the Lord Chancellor;
  • maintaining arrangements for the deployment of judges and the allocation of work within the courts.

The Senior President of Tribunals has parallel responsibilities for the First-tier and Upper Tribunals as well as the Employment Tribunals (for England and Wales; and Scotland) and the Employment Appeal tribunal.

The JO brings to its work a range of skills and experience – the team includes professional trainers, legal advisers, HR and communication experts, policy makers and administrators.

Job description

The Data Strategy and Policy Lead will work to shape the future direction of Judicial Office and the judiciary relating to data and information.  They will need to quickly build strong working relationships across the team, Judicial Office, the judiciary, Ministry of Justice and HMCTS to gain the level of insight and influence to succeed in this role.  A key relationship will be with the judicial data policy coordinator to help them navigate the judicial requirements now and in the future.

The postholder will:

  • Develop statements of strategic intent for Judicial Office and the judiciary, providing a headline view ahead of the development of a data strategy.
  • Undertake horizon scanning to anticipate and communicate potential risks to the judiciary and Judicial Office from developments relating to data and information across the public or private sector.
  • Take ownership of relevant policy documents and update or generate new documents as required.
  • Build a network of stakeholders to have sight of, and influence where necessary, the development of or changes to data policy that could impact the judiciary.
  • Work to mature the view of data, recognising its value as an asset that underpins decision-making and provides insight and understanding when used responsibly.
  • Draw in good practice that could advance thinking on the relationship between the judiciary and data, wherever this may be found.
  • Undertake other tasks appropriate to their role in the Judicial Office, as required.

Key Skills and behaviours

The successful candidate will be able to provide evidence of experience in a role that, as a minimum, has provided exposure to data policy considerations.  Experience in strategy development would also be beneficial.

They will need to be confident in presenting to the senior officials and the senior judiciary, with an ability to communicate complex ideas clearly.  Strong written skills will be essential to generate and maintain the material required by the role.

The ability to set the direction, based on a clearly-articulated vision is essential.  Experience of working with and influencing others, across a range of grades, organisations and skills sets is required.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
