MoJ Commercial and Contract Management Directorate (CCMD)

The breadth and depth of the work of the Ministry of Justice is significant.  Each year we spend circa £3.2 billion on a diverse range of goods and services.  In addition, we support some of the most innovative commercial work in government and our Directorate’s work is crucial to the successful delivery of prison reform and court reform programmes. 

The Corporate Function leads on the CCMD strategy, the commercial policies and governance and commercial risk framework as well resourcing and development of the commercial function to enable it to meet its strategic and operational objectives. This includes financial management of the CCMD budget (c.£22m p.a.) and business support for approximately 300+ commercial colleagues based in nationally with some of the bigger hubs being London, Leeds and Manchester. We also support a Transport and Logistics function employing around 70 staff based in the Midlands.

This post is Band C. 

New entrants to the Civil Service will be expected to join on the minimum of the pay range.   

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules. 

Role Purpose  

The post holder will assist the Head of Resources and Development alongside the Organisational Development (OD) Manager driving forward the Diversity and Inclusion agenda within MOJ Commercial and Contract Management Directorate (CCMD). The role will focus on ensuring that we create, establish and maintain an inclusive work environment for us all to be able to bring our whole self to work.  The post holder will provide advice guidance and support to CCMD in all aspects of Diversity and Inclusion. Reporting to the OD Manager, this is a national post, occasional travel may be required.   

Main Activities / Responsibilities 

  • Bring the MoJ, GCF and CS Diversity and Inclusion strategy to the forefront of all aspects of CCMD.
  • Ensure that diversity is celebrated through organised events and awareness sessions.
  • Establish and support facilitation staff forums to ensure all groups have a voice in the function.
  • Support the champion network in execution of their roles, providing advice, guidance and support.
  • Collate and analyse staff statistics and highlight issues and concerns – make recommendations for areas to take action.
  • Support the design and delivery of new initiatives designed to promote diversity and inclusion including relevant learning and development packages.
  • Produce and analyse survey results and make recommendations for actions – including functional surveys and the annual People Survey.
  • Produce reports on progress in diversity and inclusion and prepare action plans to further encourage diversity.
  • Establish and maintain relationships with internal and external stakeholders and teams.
  • Become familiar with internal and external resources relating to diversity and inclusion.
  • Analyse and understand performance relating to relevant KPIs and milestones.
  • Act as the first point of contact for general queries which could include: monitoring and actioning requests regarding all areas of D and I.
  • Undertake other tasks including, i.e. facilitate all communications relating to diversity and inclusion to the team, and others.

Person Specification: 

We are looking for an individual who is curious, a self-starter, has a keen eye for detail and thrives in a collaborative environment. 

Knowledge, skills and abilities we are looking for:

  • Ability to think creatively, network and develop strong working relationships.
  • Experienced at understanding, analysing and visualising data.
  • Excellent written and verbal communication skills to suit a range of audiences including senior managers, and ability to address matters sensitively.
  • Practical experience with diversity management would be advantageous but not essential.
  • Experience with the development of training sessions advantageous.
  • Ability to manage own workload, working accurately and efficiently to fixed deadlines with minimal supervision, and to prioritise a range of competing demands while maintaining attention to detail.
  • A willingness to acquire and maintain up-to-date knowledge of legislation and policies in the area of diversity and inclusion.
  • Ability to compile and manage on-line surveys, and the analysis of administrative data on staff.
  • An understanding of policies relating to diversity and inclusion are desirable but not essential. 

Most importantly we are looking for someone with the right personal qualities – enthusiasm, energy, proactivity, prepared to work under their own initiative and to be flexible and adaptable in a fast-paced environment.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
