. Overview

We have five roles within the Evidence and Partnerships Hub, and the Evaluation and Prototyping Hub, within the Data & Analysis Directorate.

Roles are particularly suitable for members of the Government Social Research and Government Statistical professions but are open to:  

  • Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion.
  • Other candidates that are not members of GSS, GORS, GSR, GES profession but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Nottingham, Cardiff, Ipswich and Brighton. This will be discussed and agreed on the completion of background checks.

Interviews are likely to take place in September 2022 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

We are a multi-disciplinary team of around 500 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. What you’ll do   

The Evidence and Partnerships Hub, and the Evaluation and Prototyping Hub, aim to enhance and innovate in the way evidence is used and created to better understand what works to improve outcomes for justice system users. 

The five available roles include: 

Data First academic collaboration lead: 

Our flagship data linking and data sharing programme, Data First, is driving forward research delivered through partnerships between MOJ and academia. Working closely with our embedded academic lead and our funder, Administrative Data Research UK, you will ensure our rolling Research Fellowship programme runs smoothly and findings have impact; liaise with our advisory and user representation groups; find innovative ways of collaborating with academia; oversee research applications to use our data; and promote the work of the project at conferences and stakeholder events. You will also carry out your own analysis of our linked administrative datasets and shape and deliver research outputs to be published on GOV.UK 

Data First data mapping lead: 

Our flagship data linking and data sharing programme, Data First, is maximising the value of MOJ administrative data for research in the public good. You will collaborate with teams across Data and Analysis, and external stakeholders, to understand the data landscape and decide what administrative data should be shared for access by external researchers. You will develop the project’s principles of research-ready dataset design; explore data structure and quality on the MOJ Analytical Platform using SQL, Python or R; create resources and documentation aiding use of the data for research; and ensure we have governance in place to share data legally, ethically, and with stakeholder buy-in. You will also carry out your own analysis of our linked administrative datasets and shape and deliver research outputs to be published on GOV.UK 

Prototyping & Evaluation Research Specialist 

The Hub’s ambition is to become a centre of excellence in Evaluation and Prototyping. We are a new hub so you will have significant scope to shape the type of work that we take on within the Hub. We are also keen to encourage innovation within the team and innovate how we collect data and the methods that we use from a research perspective. In this role, you’ll lead rapid iterative prototyping projects in Her Majesty’s Prison and Probation Service to assess whether there is demand for a particular intervention, understand if it shows promise and assess if it can scale. This will be scope to use a variety of qualitative and quantitative methods. There will also be opportunity to be involved with and/or advise on larger evaluation projects. The post holder will manage a HEO analyst and there will be opportunity to build their own prototyping and evaluation capability. 

Legal Support Research and Evaluation 

Legal Support is a relatively new but high priority policy area which pilots several ways of helping people with a variety of legal problems early on, before they get worse and lead to damaging consequences for people and their families. Some pilots use technological and digital approaches, others are more about tailored face-to-face advice and joining up different services. The post holder will be involved in an interesting and intellectually challenging design and implementation process, exploring new methodologies and data sources, carrying out primary and secondary analysis, and commissioning. The post holder will manage an HEO analyst and have a chance to deepen their knowledge of a range of evaluation techniques while working closely with a variety of policy customers, external experts, front-line service providers, and a network of experienced academics. 

Dispute Resolution Analysis 

The Dispute Resolution (DR) policy programme is a new high priority area which will streamline and improve how disputes are routed into and through the justice system, including ways alternatives to court (such as mediation) can be mainstreamed. It includes a range of new analysis and research and covers core questions about what people want from a justice system. The post holder will be involved in variety of projects and there will be opportunities to work independently, take ownership of the work and develop it over time. The work itself covers early design thinking such as Theory of Change and Logic Modelling, exploring a variety of methodologies, conducting primary and secondary analysis, external commissioning and a significant element of external relationship building with academics and other experts, including international centres of expertise. The post holder will work in a mixed discipline analytical team and will gain line management experience. 

Who you are 

The following experience and skills will be required:

  • Strong analytical skills

You will have robust data skills and good working knowledge of the main quantitative, qualitative and/or evaluative research methodologies of relevance in your field of expertise. You will have an understanding of how to use evidence to drive decision-making and achieve impact. 

  • Strong communication and collaboration skills

You will need to establish good working relationships with a range of stakeholders inside and outside of Ministry of Justice. You will need good communication skills that enable you to engage and collaborate with others whilst being able to translate the data sources and analysis for common understanding in communications with non-analysts.

  • Good project management skills

Experience of managing analytical projects and ability to direct your own work and liaise with stakeholders to set priorities, goals, objectives and timescales. 

The following experience and skills are desirable: 

  • Experience of analysis in R, Python or SQL
  • Experience of drafting and publishing research reports
  • Understanding of issues in using and analysing administrative and linked data
  • Knowledge of data sharing, data governance and data ethics.
  • Background knowledge of justice system, justice data, and justice research.

Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications. 

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers. 

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
