We have 10 SEO analyst roles within the Analytical Priority Projects and Business Partnering units, within the Data & Analysis Directorate.

Roles are open to: 

Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion.

Other candidates that are not members of GSS, GORS, GSR, GES profession but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Nottingham, Cardiff, Ipswich, Wolverhampton, Sheffield, Stafford, Manchester and Brighton. This will be discussed and agreed on the completion of background checks.

Interviews are likely to take place in early September 2022 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

What you’ll do  

We have 10 SEO analyst roles available across two units; Analytical Priority Projects and Criminal Justice Business Partnering Teams.

We have provided descriptions of the current SEO analytical roles available, however we are not asking you to select which role you are interested in at this stage. Should you be successful following an interview we will provide an opportunity to select which roles you are and are not interested in. You will then be allocated a role accordingly.

Analytical Priority Projects (6 roles)

The Next Generation of Accredited Programmes (3 roles) HM Prison and Probation Service (HMPPS) are world leaders in developing offending behaviour change programmes and there are currently 11 programmes delivered across prisons and probation. These programmes are the Department’s main rehabilitation offer and aim to change the thinking, attitudes and behaviours which may lead people to reoffend, and many are based on cognitive behavioural therapy (CBT) based approaches. The Next Generation of Accredited Programmes will signal a change in the way these programmes are designed and delivered for the first time in 30 years. One of the posts will entail supporting the Grade 7, to work closely with programme developers to design and conduct high-profile impact evaluations to assess intervention effectiveness in terms of proven reoffending and other treatment-related outcomes. The evaluations will be conducted in-house, with some commissioned to external expert providers, using statistical techniques such as propensity score matching. The other two posts will also support the G7 to design and deliver a process evaluation of the new suite of accredited programmes, this will include both qualitative and quantitative work to understand how the new programme is being implemented, delivered and the experiences of those involved in the programme. There will also be opportunities for the two post holders to lead the design, management (some work will be commissioned to expert providers) and delivery of other short to medium term qualitative work focusing on a range of aspects of offender behaviour programmes and other prison and probation service interventions. The evaluation and research findings produced will be published and will build the evidence base for the new offer and future design and delivery of programmes and help the Department to deliver one of its corporate objectives to reduce reoffending.

The Offender Health Projects team (2 roles) provides the opportunity to work closely with Health and Justice stakeholders across Government to lead the delivery of a programme of analytical work. One of the roles includes monitoring and evaluation of prison Telemedicine. Telemedicine has been rolled out across the prison estate, facilitating the access to videocall healthcare appointments. Laptop devices are also available for accessing digital offending behaviour programme to address the substance misuse. This role will focus on bringing existing evidence and ongoing research together, whilst leading the design of monitoring and evaluation work to independently assess the effectiveness of Telemedicine. This high-profile evaluation project is included within the Departmental priorities, and the findings will inform our approach for reduce reoffending and improving offender health. There is also a project to deliver a programme of analytical work, including monitoring and evaluation of Community Sentence Treatment Requirements (CSTRs). CSTRs are sentencing options that can be incorporated into community sentences to treat substance misuse or mental health issues that are contributing to offending behaviour. An internal impact and economic evaluation are underway, which aim to assess the effectiveness and value for money of CSTRs. This work involves working with other teams such as the Justice Data Lab in MoJ, as well as with BOLD (Better Outcomes through Linked Data) a cross-government initiative, to develop the analysis. This high-profile evaluation project is included within the Departmental priorities, and the findings will inform our approach for reduce reoffending and improving offender health

Evaluation accelerator analyst (1 role) is funded by the evaluation accelerator fund which was set up to support evaluation across government and to transform our understanding of the impact of activity in priority policy areas. The post will support the development of the Drugs strategy evidence base, building understanding of the methods and interventions which provide the best value for prisoners, staff and taxpayers. The key research question you will work on is “what is the most cost-effective method or combination of methods to identify and deter individual drug misuse and to support prisoners to become drug-free and to live a drug-free life”.

Criminal Justice Analytical Business Partnering Teams (4 roles)

The Youth Justice and Vulnerable Offenders team (2 roles) provides high quality evidence to improve outcomes for children and women in the justice system, who represent some of the most vulnerable in society. One of the roles will work closely with policy colleagues, analysts and evaluation experts to evaluate the Department’s first Secure School. Secure Schools are a new form of youth custody which seek to align the youth custodial estate with international evidence that smaller, more therapeutic units are more successful in rehabilitating offenders and reducing reoffending. This project has a high degree of ministerial interest and will involve collaborative working across government and the youth custody sector. In the second role you will play a part in providing expert analytical advice that drives policy and operational decisions to help women offenders to better address their needs.  Your role will involve developing and delivering evaluations of specific interventions to enhance the evidence base of what works for this cohort, and providing support in measuring progress in outcomes for women across the Criminal Justice System (CJS).

Reducing Reoffending team (2 roles) - Reducing Reoffending is a high-profile priority for the government and has received a substantial increase in investment from HMT over the next three years. The Prisons Strategy White Paper sets out the government’s ambitions to improve prison leavers’ access to education, accommodation and employment support.  This new role is for a Senior Analyst to help design and conduct evaluations of the key policy interventions designed to reduce reoffending. We are looking for people who are proactive and confident in scoping and developing evaluations and analytical projects, and driving them forwards. This is a fast paced and high-profile role which involves working closely with analytical and operational colleagues across MoJ/HMPPS.

Who you are

The following experience and skills will be required:

Have strong written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts and practices to non-technical stakeholders, including senior leaders and ministers.

Strong analytical ability - in particular robust data skills and good working knowledge of the main quantitative, qualitative and/or evaluation impact and process methodologies of relevance in their field of expertise. 

Manage partners’ expectations over time, dealing constructively with challenges and where appropriate adapting the analytical or data programme when requirements and circumstances change.

Strong ability to plan, prioritise and lead an analytical project with challenging and competing timelines.

The following experience and skills are desirable:

Knowledge and experience using excel and/or statistical software such as RStudio.

Experience in designing, scoping and managing complex evaluations and an understanding of quantitative and qualitative research methods.

Experience managing external contractors

Knowledge of the evidence around the Criminal Justice System.

Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

    Working Arrangements & Further Information

    The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
