The Criminal Injuries Compensation Authority (CICA) provides compensation to victims of violent crime in Great Britain, and to victims of overseas terrorism. We are seeking to appoint a high performing Continuous Improvement Manager, who will report to the Senior Continuous Improvement Manager

CICA is part of the Ministry of Justice’s (MoJ) Service Delivery and Change Group, and we work closely with partner agencies in the MoJ including the Legal Aid Agency and Office of the Public Guardian. As well as focusing on our CICA change programme, we are developing new opportunities to share expertise and support integration of services, where practicable and cost effective, across the Group.

We offer flexible working within a 7am – 7pm bandwidth, Monday to Friday. Our employment offer centres on our modern office location in Glasgow’s city centre with flexibility to combine this with working from home. At this time our hybrid working offer consists of two plus days in the office, per week. We provide modern technological solutions which support flexible working and connection with others.

Job Summary

Our Business Change and Continuous Improvement (BC&CI) Team plays an important role in our transformation. Although the team support our digital journey through close working and collaboration with MoJ Digital and Technology colleagues, the key focus is non-digital change projects, evaluating and improving our business processes and delivering an invigorated continuous improvement programme.

The team work on projects within CICA which aim to drive process efficiency, eliminate waste and support robust and effective decision-making.

The team aim to successfully deliver these items and embed the improvements so that all colleagues are following best practice – and that these cumulative improvements lead to sustained increased efficiency in how we operate.

We are seeking an individual with to deliver process improvements, eliminate waste and provide greater output through accurate processing. 

The successful candidate will display a desire to continue learning and become a CI specialist. By developing skills, and sharing knowledge with the wider team the candidate will contribute towards the team goal of becoming a centre of excellence for Continuous Improvement.

Role and responsibilities

  • Own and deliver medium to small scale CI projects
  • Support the Senior CI Manager in delivery of large scale CI projects and initiatives
  • Work with colleagues to conduct root cause analysis reviews, determine metrics, troubleshoot on operational processes and identify continuous improvement projects
  • Facilitate process improvement training and workshops
  • Produce standard CI outputs to a high level as required by CI projects by using the standard CI toolkit
  • Support the Senior CI manager in building CI knowledge, skills and capability across the wider team
  • Maintain a portfolio of up to date best practise CI resources
  • Maintain the CI backlog and book of work, ensuring projects and necessary steps are logged, tracked and kept up to date
  • Document processes and support with best practice implementation
  • Conduct benefits realisation reviews to ensure successful delivery has been achieved and to ensure that improvements can be made for future projects

Essential Criteria

  • Formal Continuous Improvement qualification (Lean Six Sigma Yellow Belt or equivalent) coupled with experience in delivering Improvement Projects.
  • Ability to demonstrate understanding and successful application of core methodologies – specifically DMAIC.
  • A record of improving operational procedures, eliminating waste and delivering efficient and robust operating procedures.
  • Competent working through continuous improvement proposals to accurately assess current state and proposed benefit of proposals.
  • Good verbal and written presentation skills, confident and credible when presenting to varied audiences including internal audiences and senior stakeholders.

Desirable Criteria

  • An interest in delivering new and innovative approaches to improvement.
  • Understanding of supporting methodologies DMADV & DSDM in particular.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
