This position is available for external applicants as well as existing civil servants on level transfer or promotion.

New recruits to the Civil Service joining MoJ are expected to join at the band minimum. Secondments and loans will be considered on an individual basis.

Background:

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centers and some limited services via the internet.

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The programme includes modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. Effective staff engagement at this time of such significant change will be critical to success, maintaining a positive and lasting connection between HMCTS management and its staff.

Civil, Family and Tribunals Services Programme:

Service Managers – Common Components 

The CFT Service Managers for Common Components play a key role in leading and delivering the long-term strategy of the organisation. The successful applicant(s) will have responsibility for leading on the design, development and live service management for multiple capability areas and will play a key role in supporting the Common Components Senior Service Manager, Service Owner and programme team.

You will work closely with the CFT Service Managers and their teams, judiciary, the HMCTS Digital team, and suppliers to ensure that both operational and the enabling digital products being developed will meet the users’ needs and be reusable across the CFT jurisdiction. You will also be responsible for supporting and leading improvement activity and problem solving to ensure the implementation of multiple capabilities runs smoothly. There is a high level of stakeholder engagement required of the roles internally and across other Government departments, with the Judiciary and HMCTS staff. The ability to work collaboratively to achieve results is essential.

In addition to supporting delivery of the long-term strategy you will also have responsibility for one or more live components. You will work closely with CFT Service Managers and Operational leads to ensure that they are supporting the operation of HMCTS as expected and that continuous improvement opportunities are identified, prioritised and planned. This will require close collaboration with product and delivery managers in the HMCTS Digital team.

You will provide high quality written and oral advice to senior civil servants, ministers and judiciary, advising on proposals and promoting alternatives to meet HMCTS’ objectives. You will work flexibly across the directorate to provide input into key areas of work.

These roles are a central point of contact for Service Project Managers in the CFT Programme, providing direct support and assistance to ensure alignment with delivery of the service projects across not just CFT Programme but the wider Reform Programme.

Key Responsibilities:

Service Design and Delivery

  • Lead the design, development and implementation of CFT Common Components for HMCTS Reform, in collaboration with operational colleagues, CFT services and the judiciary.
  • Identify and communicate CFT wide requirements for reusable components and lead progress of high-level design through the necessary governance before developing delivery plans in order of priority.
  • Provide challenge and question assumptions on the services to ensure the development of a single, cohesive landscape for CFT, in line with the aims and objectives of the Ministry of Justice and HMCTS.
  • Identify implications of Departmental and political priorities and strategy on HMCTS to ensure plans and activities reflect these.
  • Develop processes and structures for organisational strategy supported by a robust and transparent business planning process.

External Relations

  • Lead collaborative relationships with other Government departments, public bodies, justice agencies and the judiciary to ensure HMCTS strategy and plans are aligned to wider justice policy, the Ministry of Justice and the wider Government agenda.
  • Work across the justice system to ensure that plans, priorities and business objectives are aligned across the department and justice agencies and lead negotiations when required to ensure this to ensure HMCTS’s objectives are met.
  • Be visible to staff and stakeholders and regularly undertake activities to engage and build trust with people involved in priority areas.
  • Clarify strategies and plans, giving clear sense of leadership, direction and purpose.
  • Confidently engage with stakeholders and colleagues at all levels to generate commitment to goals.

Representation of the Department         

  • Represent HMCTS both internally and externally in areas of civil business strategy.
  • Work with partners outside of the organisation to develop strategy with external justice agencies and other Government departments.
  • Stand by, promote or defend own and team’s actions and decisions where needed.
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

Policy

  • Work with policy groups to develop organisational strategy in line with policy proposals, ensuring that policies meet the needs of HMCTS and are operationally deliverable.
  • Assess legislative requirements for HMCTS Reform and work with MoJ policy and bill teams on legislative bids and requirements throughout the passage of any relevant bill.
  • Provide advice and support to the HMCTS Deputy Director to assess policy proposals across the justice system and impacts upon HMCTS Reform, delivery models and services.

Team Leadership          

  • Lead, coach and mentor members of the team and develop capabilities in line with business needs.
  • With fellow Service Managers, provide leadership to the Civil team to ensure we prioritise our resources, share learning across the team, raise our profile in HMCTS and perform to a high standard
  • The post holder may be responsible for the line management of a small team.

Other duties

The post holders are required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of the posts.

Essential Skills:

  • Experience or knowledge of managing service/process design and implementation (preferably using digital solutions).
  • Experience of high-level stakeholder engagement and management.
  • Experience or knowledge of project delivery and change management.

Desirable Skills:

  • Experience or knowledge of the CFT jurisdiction.
  • Experience or knowledge of managing live services operating nationally.
  • Experience of monitoring and evaluation.
  • Experience or knowledge of a public policy environment.

Location of Post:

The successful candidate/s will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows.
