Overview

Do you have the passion, values, and ability to help us solve the biggest problems of the justice system?

This is an exciting opportunity for 2 data leaders to join the Data Improvement Team in Data and Analysis in the Ministry of Justice at Grade 6.

These postholders will lead the of the Ministry’s programme to transform its management and exploitation of data to drive decision-making and improve outcomes in the department and across the Justice System.

The posts would suit innovative and strategic leaders from a range of sectors who are highly skilled interpersonally and thrive on data, technical and digital change. For example (but not limited to) those with a background in Business Analysis, Product Management, Consulting, Data Leadership, Data Management, Project and/or Delivery Management, Policy, Strategy, Analysis, User Research or User Centred Policy Design.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Manchester, Bristol, Nottingham, Cardiff, Ipswich and Brighton, Stafford, Ipswich, Wolverhampton, Sheffield. Alternative locations may be available and will be discussed and agreed on the completion of background checks.

Interviews are likely to take place in November 2022 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

In Data and Analysis, we provide high quality data and analysis helping to ensure strategic, policy, finance, corporate and operational decisions are based on robust evidence.

We are a multi-disciplinary team of around 500 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. About the Data Improvement Team

We are a small strategic, change management and delivery team, progressing an innovative agenda, whose members come from a range of professional backgrounds. Our team is growing rapidly and we are seeking unreasonably positive leaders to join this initiative who are inspirational, values-driven, highly curious, focused on quality results and timely delivery, finisher-completers who are able to work and get along with people from a range of professions and backgrounds.

Our team is creative, fast-moving and delivery focused, while being highly collaborative and dependent upon enabling others to do their best work. We focus on outcomes over process, and we get things done. We change our approach as needed if we see a better way through. To be successful in the next stage of our team’s development, we are seeking strong, caring and emotionally intelligent leaders who can support us in driving the next phase of change across the data community in the MoJ and cross government.

What you’ll do

Postholders will work as thought leaders and change leaders and will be comfortable influencing and delivering change at a range of levels. They will work across a complex strategic landscape, defining appropriate programme governance, driving commercial activities as well as directly managing programme and delivery teams.

They will be highly resilient and will be able to maintain enthusiasm and generate momentum in the face of a shifting landscape and priorities.

Postholders will be passionate about making a difference for the staff and users of the justice system. They will understand how to navigate the challenges of large complex organisations to drive change and deliver added value through data transformation.

Key Responsibilities of the Roles

We are using this campaign to recruit for 2 roles, brief summary details of which can be found below. The nature of these roles and our expansion is such that role descriptions and responsibilities are likely to develop and change over time, so these should be taken as a guide:-

  • Head of Data Improvement for MoJ
  • Acting as second-in-command to the Programme Director in leading the delivery of the Data Improvement Programme across the MoJ
  • Owning the ‘all up view’ of the data programme, managing dependencies and spotting gaps and opportunities
  • Direct accountability, leadership and delivery of strands of the programme’s delivery portfolio
  • Making the case for change and for data improvement at senior levels and with ministers
  • Developing business cases and negotiating funding for delivery
  • Identifying and implementing the most appropriate commercial approach, to bring in partners to support delivery
  • Owning the programme strategy, comms and stakeholder plans
  • Overseeing the programme’s Project Management Office
  • Managing a programme team of approx. 8-12 people
  • Supervising and matrix managing workstream leads in other parts of the programme delivering different components of the portfolio
  • Overseeing the delivery of commercial partners in order to maximise value

  • Building links and connections across the justice system to drive a coherent and joined up data service

  • Identifying and implementing the most appropriate commercial approach, to bring in partners to support delivery

  • Supervising and matrix managing workstream leads in other parts of the programme delivering different components of the portfolio

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
