The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

Role Purpose

The department has an ambitious agenda to improve all aspects of its Purchase to Pay (P2P) operation – ultimately delivering a P2P operation which ensures suppliers are paid promptly and that it is easy to make purchases. We are particularly committed to developing a fully compliant culture and making a decisive move to a ‘no Purchase Order, no Pay’ policy Government Departments have committed to. The post holder will play a major part in ensuring a successful implementation of the policy.

This fixed term position will play a key role in supporting this change project engaging with the different business areas affected.  They will do this by leading a small team of staff developing written material to tell operational areas about the changes planned and by leading their team in delivering a programme of workshops in operational buildings (such as prison establishments, probation offices and courts) to train relevant staff on the new processes being implemented.

Responsibilities

  • The post holder will work with Purchase to Pay (P2P) Subject Matter Experts to understand the aims of the changes planned.
    • They will develop a deep knowledge of diverse business areas, their needs, and priorities, to formulate an engagement strategy for each area looking at the bigger picture to ensure that the business understands the importance of the No PO no Pay Policy.
  • Working with their team they will put in place an effective forward communications plan to explain the changes planned and workshops to prepare business areas during the lead-in to the new processes going live. They will oversee written scripts, briefings and presentations which will explain the project and highlight its aims to the business.
  • Working with their team, the post holder will plan a large programme of workshops and training sessions to staff in different business areas and to be delivered to required deadlines, this will include sequencing and prioritising areas. They will roll out workshops and training across business areas, including seeking feedback on the potential barriers to implementation and working with Subject Matter Experts to identify solutions.
  • They will lead and manage a team of c.5 staff and develop their capabilities to deliver information and training on new processes to the operational staff who will be impacted by these changes in processes, working collaboratively as circumstances dictate, to ensure a successful delivery of the project.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include working closely with other MoJ Finance staff to develop solutions/problem-solve and engaging in project work to drive finance improvements.

Location of Post

National. The postholder may be based at any MoJ office within England or Wales and will be required to work a minimum of 2 days a week in an office location and able to work effectively from home. Travel to other locations across England and Wales maybe required.

The Selection Process
