Overview

This is a MOJ Finance role processing the everyday income transactions for the Office of the Public Guardian and Criminal Injuries Compensation Authority.

Role Purpose

As MOJ Finance staff we support the Office of the Public Guardian (OPG) which is an executive agency of MoJ. It supports and enables people to plan for both their health and finances to be looked after should they lose capacity in the future. It also safeguards the interests of people who may lack the mental capacity to make certain decisions for themselves. OPG is an unusually commercial part of the MoJ being entirely fee funded and experiencing significant demand for its services year on year.  

MOJ Finance also supports Criminal Injuries Compensation Authority (CICA). The Scheme is a government funded scheme designed to compensate victims of violent crime in Great Britain and Scotland. 

The Cash Control team are vital in recording the OPG income and cash payments, as a fee funded organisation accurate, reliable reporting is fundamental to the organisation’s leadership. Co-ordinating the team posting daily activities supporting the Cash Control Manager ensuring all stakeholders receive the required information. They are also responsible for recording CICA income and cash payments regarding the compensation scheme.

Finance Administration Officers are key at ensuring completeness in transaction recognition. There are high volumes of transactions that require a strong eye for detail. 

To work as part of a finance team ensuring the accuracy, completeness and timely recognition of cash and income. The role involves carrying out transaction processing, basic reconciliation of accounts and a variety of other duties commensurate with the grade and role as required. 

This post sits within the OPG and CICA Finance team and will report to the Accounts Assistant.

Responsibilities

You will be required to carry out some or all the following responsibilities, activities and duties associated with the group: 

Cash recognition

•    To prepare and upload the daily bank statement into the ledger for all OPG bank accounts and the CICA main account
•    To reconcile the uploads to the bank statement ensuring completeness of the cash balance
•    Investigate any unknown bank statement items
•    Process cancelled cheques
•    Support the compliance with the Service Level Arrangements
•    Ensuring compliance with journal log and controls
•    To ensure prompt notification to relevant colleagues in OPG of refer to drawer and other dishonoured payments
•    Receive and investigate notifications from the bank
•    To adhere to prescribed job cards and financial controls. 

Income recognition (Power of Attorney and Supervision)

•    To upload income schedules to ensure timely recognition for:
-    Power of Attorney
-    Supervision
-    From all different income routes, card payments and online bank submissions.
•    Review and problem solve the income that cannot be easily posted
•    Support the compliance with the Service Level Arrangements
•    Posting income journals and ensuring compliance with our journal log and controls
•    Ensure timely clearing of the suspense account
•    To undertake reconciliation of financial files to records submitted from the business taking prompt action to address any problems identified
•    To adhere to prescribed job cards and financial controls.

Travel

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working.  Similarly, Hybrid Working will not suit everyone’s circumstances.

Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

A base location near or within the region will be allocated to the successful candidate, as set out below. The post holder is expected to meet their own travel costs to and from their base location. If required to attend a location other than their base location, post-holders may be entitled to claim some or all any extra expense (beyond the usual base location travel costs) in line with the T&S policy.

The successful candidate will be appointed to either one of the locations specified in the advert or, if nearer to their home, an alternative MoJ office location in the region which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed upon completion of pre-employment checks.
