About the role

To lead and focus principally on oversight and continuous improvement of the HMCTS risk and assurance framework across HMCTS. To work collaboratively with the Operational Assurance and Compliance lead to maintain a thorough understanding of operational processes to ensure that policies are proportionate and relevant; as well as effectively applied. To oversee one National Risk and Assurance Senior Manager and one National Risk and Assurance Manager to ensure the Agency’s key risks are identified and managed in line with the agreed risk appetite. To provide advice on assurance status to senior management, the Audit and Risk Assurance Committee and the HMCTS Board.

This is an opportunity to join a strong and dynamic risk team at the heart of HMCTS. You will engage regularly with senior stakeholders attending HMCTS Board and other meetings to provide an assessment of the risk profile of HMCTS. You will advise on new and emerging risks and work with risk owners to mitigate existing risks to tolerance. You join at a time where we are actively working to improve a number of risk products and you will be central to this, using your experience, ingenuity and innovate thinking to create government leading systems. The role provides access to the cross-HM Government risk network and the opportunity to undertake accreditation and risk management qualifications.

About you

You will:

  • lead and manage a unit comprising 3 Grade 7-led teams, focussing on Risk, Counter-fraud and Operational Compliance and Assurance - with a total complement of staff equal to 20 Full Time Equivalents (FTE).
  • be responsible for establishing the unit’s vision and workplan, for managing and improving performance and impact, and for engaging and developing all staff to reach their full potential.
  • be the HMCTS functional lead for risk and counter fraud.
  • be responsible for delivering HMCTS risk, assurance, and compliance work programme to reduce risk exposure and build resilience.

Essential criteria – skills and experience

No specific qualifications are essential, but experience and skills relevant to leading staff and stakeholder engagement at a senior level are essential. In addition, the role holder must be able to demonstrate:

  • A strong understanding and experience of internal and external audit, Risk and assurance and compliance processes
  • Skills in reviewing information and identifying issues with consistency and coherence in line with an organisation's strategy and standards.
  • Experience at combining the big picture and forensic attention to detail to identify the key issues from working level to board level.
  • Ability to provide support, guidance, and challenge to stakeholders to improve systems and / or processes.
  • Proficiency in the use of Microsoft tools (Word, PowerPoint, etc.)

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
