Overview

This is an appointment for a Band A in the People, Capability and Engagement Team within the Ministry of Justice. This role is available initially for 12 months maternity cover but an extension may be available. The role can be filled on loan or secondment.

The post is open to Band A’s on level transfer and eligible Band B staff on promotion.

Interviews are likely to take place in late September or early October.

Background

We are seeking to recruit an exceptional individual to join the People, Capability and Engagement Team in the Justice Policy, Strategy and Communications Group.

The team is responsible for an ambitious programme to improve the management of our people, capability and to support personal development. You will be working with over 600 policy, strategy and communications staff in directorates which cover a spectrum of justice and law issues. Our aim is to improve the quality of our work in Justice, retain the best staff and lead the way in Whitehall on raising capability.

You will lead the People, Capability and Engagement team responsible for:

  • Developing and delivering a strong People Proposition for Justice Policy, Strategy and Communications Group which sets out how we will recruit, develop and retain our people;
  • Creating and managing an innovative learning and development programme, including inductions, line manager forums and career support;
  • Supporting the Ministry of Justice Head of Policy Profession and the Policy Profession Board to develop excellence in policy making and deliver the 2018/19 plan;
  • Supporting the Policy Profession to work with the Ministry of Justice Data, Evidence and Science Board, which is a Board of external academics chaired by Professor Betsy Stanko;
  • Maintaining relationships with important partners, including the network of Learning and Development Co-ordinators, Human Resources, Cross-Whitehall capability contacts and the Analytical Profession;
  • Managing a £300k capability and policy profession budget, ensuring that funds are spent in a way which is consistent with Departmental guidance; and
  • Line management of Band C and Band D members of staff;
  • Monitoring and reporting Group performance against a set of measurable people and capability goals.

Key skills/experiences we are seeking for the role:

As the Head of People, Capability and Engagement you will oversee a small team and in a typical week you might:

  • Present to the Director General and Directors on people and capability issues, ensuring buy-in across the Group;
  • Manage commission, design or deliver innovative training packages;
  • Brief the Head of the Policy Profession and support the Policy Profession Board in delivering their priorities;
  • Work with the secretariat of the Data, Evidence and Science Board to ensure that their work programme aligns with Policy and Departmental priorities;
  • design a learning curriculum to signpost the best training available for our people;
  • advise our staff on learning and development options available; and
  • issue communications to raise the profile of our capability work.

The ideal candidate:

  • Is credible with senior leaders and can build strong relationships quickly;
  • Has experience of building capability in organisations and understands the importance of  learning and development and how it impacts on business priorities;
  • Can get the best out of a team to ensure that the learning and development programme is delivered on time and to budget;
  • Is enthusiastic and passionate about people, improving capability and skills; and
  • Can demonstrate they are delivery focussed and can prioritise a busy workload.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
