Overview

This is a permanent appointment for a Band B(SEO) Paybill Modelling Post in the Analytical Services Directorate within the Ministry of Justice.

The post is open to Band B (SEO) civil servants on level transfer and other eligible staff on promotion. The base location of the successful applicant will be 10 South Colonnade. However flexible working arrangements are available between 10 South Colonnade, 102 Petty France, MoJ Hubs and home.

Interviews are likely to take place mid to late November. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

Background

We are seeking to recruit high quality skilled and motivated individuals to join our Analytical Services Directorate.

Analytical Services Directorate (ASD) sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast paced context and our skills are in heavy demand across the MoJ. We are a cross-disciplinary directorate with a statistical unit and three policy-facing units with a mixture of social researchers, operational researchers, statisticians and economists. The advertised post sits within the Prison and Probation Analytical team.

ASD comprises over 200 analysts working in all the main analytical professionals providing support, challenge and advice to policy and operational colleagues and Ministers right across MoJ and beyond. We are looking for experienced individuals who are able to work flexibly and take personal responsibility for the work they lead on. In order to respond well to the wide range of analytical needs across MoJ and to provide a greater range of career development opportunities, all analysts within ASD work flexibility across a wide variety of tasks in different subject areas across the range of Ministry’s interests.

About the Role

This is an exciting opportunity within Prison and Probation Analytical Services. The post involves working as part of a team using analytical and modelling techniques to examine the impact of potential changes on HMPPS workforce and pay bill. This work supports Finance, HR, Policy and Operational colleagues by providing analytical input to workforce, business and financial planning, as well as meeting corporate reporting requirements

Key Responsibilities of the role

  1. Managing, developing and maintaining validated and documented workforce and pay bill models
  2. Work with stakeholders to agree and implement model inputs and assumptions about future plans and behaviour
  3. Undertaking sensitivity analysis and scenario modelling on inputs and assumptions to develop an understanding the relative impacts of assumptions
  4. Updating models and producing quality assured results on a regular basis
  5. Providing analysis of future pay costs to support pay negotiations
  6. Responding to requests for data and analysis such as PQs, FOIs, reporting to HM Treasury and Cabinet Office and evidence to the Prison Service Pay Review Body
  7. Supporting colleagues in use and interpretation of workforce and pay bill analysis and results

Skills and Opportunities

  • Quantitative skills are required in this post- with advanced knowledge and experience of using Excel being essential.
  • Excellent data interrogation techniques and good track record of using a variety of data sets.
  • Understanding of Workforce Modelling and policies are desirable.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
