The MoJ Policy Group is recruiting for a permanent for Grade 7 position as HR Lead and Coach for a new development scheme. This campaign is open to current civil servants on level transfer and suitable candidates on promotion.
Location
The successful candidate will be based at 5 Wellington Place, Leeds.
Occasional travel between this office and the Department of Work and Pensions Leeds office (Quarry House, Leeds LS2 7UA) and London may be required.
Our staff, who have an HQ building as their base location, are expected to work in an office at least 2 days per week

Job Description overview
An exciting opportunity has risen for applicants who are passionate about developing people and have the experience to lead a new and innovative development programme across the MoJ and Department for Work and Pensions (DWP). You will be responsible for the programme’s design and delivery, including coaching duties for all participants. Whilst this role works side by side with DWP colleagues, the role is based in the Performance and Business Support Team who are the corporate team for MoJ’s Policy Group.
The Yorkshire Development Programme is a joint initiative from the MoJ and DWP who have committed to building a new strong and diverse talent pipeline to leadership level (grade 7 and beyond) in Yorkshire, for those who have a passion for policy making. An overview of the scheme:
- 3-year development scheme, compromising of: 2 policy placements with opportunity for operational experience.
- This year, participants will be appointed from the Direct Appointment Scheme (DAS)
- Participants will be based at MoJ and DWP (Quarry House, Leeds LS2 7UA) headquarters in Leeds.
- Participants will receive comprehensive development and support packages including; coaches/mentors and the opportunity to undertake a formal qualification.
- By the end of the scheme, participants will have gained experience of working across two departments and different roles. We expect them to compete for leadership roles at Grade 7 Level.

The role - HR Lead and Coach of the Yorkshire Development Scheme
- You will have responsibility for the operational delivery of the YDS, including: effective allocation of roles, mid and end of year assessment design, assessment management and performance management.
- You will coach and develop a cohort of approximately 24 people (in first year) working with your assigned participants throughout the entirety of their journey. You’ll do this by holding regular one to one meetings, coaching and development sessions.
- Working directly with line managers you will ensure placements and development opportunities are maximised. Alongside managers, you will deal with all aspects of pastoral care through open and honest relationships supporting participants through difficult and challenging personal and work scenarios.
- You will work with recruitment/onboarding colleagues to ensure participants experience a timely and effective transition into each department.
- You will build relationships with key stakeholders across the Policy and Operational Delivery Professions, DWP and MoJ as well as working with other government teams such as the Policy Profession and Direct Appointment Scheme.
- You will be expected to contribute to the strategic direction of the wider team identifying areas of improvement and driving these forward or submitting options/recommendations to teams such as Learning and Development teams, Senior Management and Policy Profession.
- You will have responsibility for a small HR operations team comprising 1 HEO who will support you on the above duties.
- This scheme is new and being run as a pilot to inform future years. Should a decision be made not to continue with the scheme, the post holder would be deployed to another Grade 7 role in the Performance and Business Support team.
Skills and Experience
- Previous experience of line managing teams
- A strong track record of personal delivery and of leading teams that have achieved operational excellence
- A proven ability to develop team members and build capability using a coaching style that encourages, enables and supports all staff to reach their potential.
- A strong interest in continuous improvement/managing through change, and experience of delivering this against a backdrop of challenge.
- Experience of managing a programme from the beginning to completion and working with colleagues outside of your immediate team to deliver.
- Strong organisation and planning skills, attention to detail and ability to co-ordinate several activities in the same time frame.
- Outstanding stakeholder management skills with the confidence and ability to challenge and influence at all levels
- Be CIPD qualified or be prepared to work towards this as deemed necessary.
- Qualified as a Level 7 Coach or have equivalent experience. Successful candidates should be prepared to work towards Level 7 if this was deemed necessary.

Annex A - The STAR method
Using the STAR method can help you give examples of relevant experience that you have. It allows you to set the scene, show what you did, and how you did it, and explain the overall outcome.
Situation - Describe the situation you found yourself in. You must describe a specific event or situation. Be sure to give enough detail for the job holder to understand.
- Where are you?
- Who was there with you?
- What had happened?
Task - The job holder will want to understand what you tried to achieve from the situation you found yourself in.
- What was the task that you had to complete and why?
- What did you have to achieve?
Actions - What did you do? The job holder will be looking for information on what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use “I” rather than “we” to explain your actions that lead to the result. Be careful not to take credit for something that you did not do.
Results - Don’t be shy about taking credit for your behaviour. Quote specific facts and figures. Explain how the outcome benefitted the organisation or your area. Make the outcomes easily understandable.

- What did you achieve through your actions and did you meet your goals?
- Was it a successful outcome? If not, what did you learn from the experience?
Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths.
